A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
CONTRACT NO. C004-16 WITH KPFF CONSULTING ENGINEERS FOR THE 2016
ON -CALL (LUND AVENUE & BLACKJACK CREEK) BRIDGE MANAGEMENT
PROGRAM AND DOCUMENTING ARCHITECTURAL & ENGINEERING SERVICES
PROCUREMENT PROCEDURES
WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department
annually publishes the general Request for Qualifications (RFQ) for professional engineering,
surveying, architecture, structural design and related services for the Professional Services
Roster; and
WHEREAS, on June 3, 2013 the City of Port Orchard transitioned to the MRSC
Consultant Roster database, but still publishes annually the general Request for Qualifications
(RFQ) for professional engineering, surveying, architecture, structural design and related
services for the Professional Services Roster; and
WHEREAS, a continuous Bridge Management Program is a requirement of the Federal
Highway Administration (FHWA) for the Lund Avenue and Blackjack Creek Bridge(s) and Bridge
Management. Programs are an Architectural and Engineering/Professional Services activity,
subject to RCW 39.80; and
WHEREAS, the City of Port Orchard Public Works Department had selected KPFF
Consulting Engineers in 2013 to develop the Lund Avenue Bridge Management Program, having
determined that KPFF Consulting Engineers was the most qualified professional services
engineering firm to do so at that time, based upon the requirements outlined in RCW
39.80.040, and being listed on both the WSDOT Bridge Program list and the City's applicable
Professional Services Roster of qualified Firms for Bridge Program Management; and
WHEREAS, KPFF has been the City's Bridge Program Manager for the Lund Avenue
Bridge since 2013, further bolstering their status as the most qualified firm to continue the
Bridge Management Program; and
WHEREAS, on December 9, 2015, the City of Port Orchard Public Works Department
issued a Request for Qualifications (RFQ) to eight (8) firms listed on the 2015 MRSC Consultant
Roster for the 2016 On -Call Bridge Management Program for City Owned Bridges, to establish
the activity as an 'On -Call' Professional Service moving forward; and
WHEREAS, on December 28, 2015, the City of Port Orchard Public Works Department
received Statements of Qualifications (SOQ's) from two (2) firms; and

WHEREAS, upon review and evaluation of the SOQ's provided, the City of Port Orchard's
Public Works Department determined that KPFF Consulting Engineers was the most qualified
firm due to their overall Bridge Management Program expertise and their exclusive experience
with the Lund Avenue Bridge; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above for
this particular contract by Resolution; Now, Therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves Contract No. C004-16 with KPFF Consulting Engineers
for the 2016 Bridge Management Program and adopts the "Whereas" statements contained
herein as findings in support of the City's consultant selection procurement procedures.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and
attested by the City Clerk in authentication of such passage on this 12th day of January, 2016.
