RESOLUTION NO. 019-15
A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
AUTHORIZING THE CITY TO ENTER INTO A GRANT AND LOAN AGREEMENT
WITH THE DEPARTMENT OF ECOLOGY FOR THE REGIONAL DECANT FACILITY
RETROFIT PROJECT
WHEREAS, in 2014 the City used pre -construction 100% grant funding from Ecology to
design the Regional Decant Facility Retrofit to replace the City's existing decant facility; and
WHEREAS, the new facility replaces a very basic one bay facility and dumpster with
three bays to decant in, a covered trash area, updated stormwater collection and conveyance,
and keypad entry to track the users; and
WHEREAS, on October 28, 2014 Council authorized Staff to submit an application to
Ecology for construction funding for this project; and
WHEREAS, the City was notified in spring this year we had successfully received a 75%
grant for $761,250.00, and 25% loan match for $253,750.00, for a total construction price of
$1,015,000.00; and
WHEREAS, authorizing the Mayor to execute the Federal Funding Accountability and
Transparency Act (FFATA) Data Collection Form; and
WHEREAS, authorizing the Mayor and Assistant City Engineer/Stormwater Manager to
execute Water Quality Combined Financial Assistance Agreement Number WQC-2016-PoOrPW-
00005 with the Department of Ecology; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City has the authority to enter into a Loan Agreement with the
Department of Ecology for the Regional Decant Facility Retrofit Project for
$253,750.00 at an interest rate of 2.4%.
