06/20/2017 - Work Study - Minutes9\'r- t City of Port Orchard Council Meeting Minutes Work Study Session Meeting of June 20, 2017 I CALL TO ORDER AND ROLL CALL Mayor Robert Putaansuu called the meeting to order 6:30 p.m. Roll call was taken by the City Clerk as follows: Councilmember Chang Councilmember Clauson Councilmember Cucciardi Councilmember Ashby Councilmember Lucarelli Councilmember Diener Councilmember Donlin Mayor Putaansuu Present Present Present Present Present Present Present Present Staff present: Development Director Bond, City Attorney Cates, and Office Assistant II Whisenant were also present. Pledge of Allegiance Mayor Putaansuu led the audience and Council in the Pledge of Allegiance. 1. Discussion: New Sign Code Community Development Director Bond provided the background details on the Reed VS. Gilbert Supreme Court Case, which means that local government may not have different regulations for signs based on content. In September 2016, an advisory committee was created including; Councilmember Donlin, various Planning Commissioners, multiple citizens, and a local sign maker. The basis of discussion was to gather good or bad examples of signs and what the objectives should be for writing a sign code. Community Development Director Bond worked with Associated Washington Cities (AWC), which produced a sign code policy to adapt, or revise for individualized city code. Several Sign Advisory Committee Meetings were held to fine tune the AWC regulations. The final document being presented has been reviewed and recommended by the Sign Committee, Planning Commission, and Economic Development and Tourism Committee. AWC has provided additional revisions, and those minor changes have been added. Community Development Director Bond explained some of the changes and brought attention to the alternative language options. Minutes of June 20, 2017 ___________Page 2 of 2 Councilmembers, Mayor, and staff discussed limitations, permitting clarifications, and feather signs. Chris Henry, with the Kitsap Sun, asked clarifying questions regarding sign spinners/walkers and billboards. Community Development Director Bond and Mayor Putaansuu answered that they will not regulate what they hold, only where they are located. And billboards are not defined in this code, since it is a type of a free-standing sign that is much bigger than the City's code will allow. Also discussed, Political signs are categorized as temporary signs and are to follow the code as it's stated. Council Direction: Sign Code is to go back to the committee and rework Council suggestions to the feather sign section, then bring back a draft at a future Council meeting. 2. Discussion: Residential and Fence Design Guidelines Community Development Director Bond explained the revisions, with pictures and examples added, to help soften the guidelines. Councilmembers, Mayor, and staff discussed property values, garage door decorative details, distinctive window treatment, fence design, and roof elements. Chris Henry asked for clarification on what the original concerns were to lead to the review of the code. Mayor Putaansuu explained that it's an overall visual concern, with the attempt to have better curb appeal within the community. Councilmember Ashby expressed her concerns of the proposed guidelines. Council Direction: No direction was given. ADJOURNMENT The meeting adjourned at 7:21 p.m. No other action was taken. Audio/Visual was successful.
