1. CALL TO ORDER AND ROLL CALL
I Mayor Putaansuu called the meeting to order at 6:30 p.m.!

2. APPROVAL OF AGENDA
MOTION: By Councilmember Ashby, seconded by Councilmember Lucarelli, to place Consent Agenda
Item 4B [Approval of September 19,2017, Council Work Study Session Minutes] to Business Item 7G.
The motion carried.
MOTION: By Councilmember Ashby, seconded by Councilmember Donlin, to approve the agenda as
amended.

A. Approval of Check Nos. 70222 through 70333 totaling $502,798.25; September Electronic

MOTION: By Councilmember Chang, seconded by Councilmember Donlin, to approve the consent
agenda as amended.
The motion carried.
5. PRESENTATION
A. Kitsap Regional Library Levy Proposition
Kathleen Wilson gave a presentation on the Kitsap Regional Library Levy Proposition. Noting
specifically the potential positive benefits or negative impacts to the community, depending on the
outcome of the voter response at the November 7th Election.

7. BUSINESS ITEMS

A. Adoption of an Ordinance Repealing Port Orchard Municipal Code Subsections 20.38.706 and
20.38.707 View Protection Overlay District Trees and Foliage
Councilmember Ashby inquired about councilmember recusal.
Mayor Pro-Tern Cucciardi asked if there were any citizen objections for non-recusal. There being
none the motion continued.
MOTION: By Councilmember Diener, seconded by Councilmember Lucarelli, to adopt an ordinance
repealing POMC subsections 20.38.706 and 20.38.707.

MOTION: By Councilmember Lucarelli, seconded by Councilmember Diener, to adopt a resolution to
repeal resolution 019-17 and adopt the revised Procurement Policies and Procedures as presented.

D. Approval of Amendment No. 1 to Contract No. 018-16 with Lighthouse Law Group for City
Attorney Services
MOTION: By Councilmember Diener, seconded by Councilmember Chang, to approve Amendment
No. 1 to Contract No. 018-16 with Lighthouse Law Group for City Attorney Services as presented.
The motion carried.
E. Acceptance of the Tanner and Payne Right-of-Way Deed(s) as Need for Required Road
Improvements to Ramsey Road SE and Blueberry Road
MOTION: By Councilmember Donlin, seconded by Councilmember Ashby, to accept the Tanner and
Payne Right-of-Way Deed(s) as needed for the construction of the required road improvements to
Ramsey Road SE and SE Blueberry Road.
The motion carried.
F. Approval of a Letter to West Sound Utility District Requesting the Joint Sewer Advisory
Committee (SAC) Meetings be Recorded

I MOTION: By Councilmember Chang, seconded by Councilmember Lucarelli, to approve that City
Councilmembers sign the attached letter and send to West Sound Utility District, asking for the
Sewer Advisory Committee Meetings to be recorded.

G. Approval of the September 19,2017, Council Work Study Session Minutes
i MOTION: By Councilmember Diener, seconded by Councilmember Donlin, to approve the Council
Work Study Session Minutes from September 19, 2017.

Councilmember Ashby sought clarification in the minutes captured in the West Sound Utility District
discussion. Community Development Director Bond offered to work with City Clerk Rinearson to
correct the minutes.

8. REPORTS OF COUNCIL COMMITTEESj
Mayor Pro-Tern Cucciardi reported the next Finance Committee meeting is scheduled to meet
October 20th.!
Councilmember Ashby reported on the [October 9th] Economic Development and Tourism
Committee, and the next meeting is on November 13th.
Councilmember Lucarelli reported the Utilities Committee is scheduled to meet October 16th. The
Sewer Advisory Committee meeting is scheduled to meet January 17th at Port Orchard City Hall. The
Chimes and Lights Committee is scheduled to meet October 16th.
Councilmember Diener reported the Land Use Committee meeting is scheduled for October 18th at
720 Prospect Street.
Councilmember Chang reported that the Lodging Tax Advisory Committee meeting is scheduled for
October 16th.
9. REPORT OF MAYOR
No Mayor's report was given.
10. REPORT OF DEPARTMENT HEADS

Public Works Director Dorsey gave project updates on Tremont, Well Number 9 Construction,
McCormick Woods Park, Bay Street Pedestrian Pathway Segment 3, and Annapolis Creek. And
extended an invitation to the October 26th WSDOT Open House for the Highway 16 Study.
Community Development Director Bond informed of the October 23rd Bethel Sedgwick Corridor Plan
Open House, and November 15th the City's Architecture and Site Design Standards Open House.
Deputy City Clerk Floyd reminded Council to sign the WSUD letter presented in the business items,
and requested responses to quorum noticing.
11. CITIZENS COMMENTS
Allen Browning spoke to the citizen comment period and parking enforcement.
Council and staff offered Mr. Browning resources to address his concerns such as; Councilmember
scheduled meetings, website contact, and Public Works mailbox.
Gerry Harmon spoke to the placement of government ads in the local newspaper, scheduling of
committee meeting and posting of the committee meeting agendas.
Councilmembers and staff informed of other ways to obtain the information.
12. EXECUTIVE SESSION
No executive session was held.
13. ADJOURNMENT
The meeting adjourned at 7:32 p.m. No other action was taken. Audio/Visual was successful.
