1. CALL TO ORDER AND ROLL CALL
Mayor Putaansuu called the meeting to order at 6:30 p.m.
Roll call was taken by the City Clerk as follows:

A. PLEDGE OF ALLEGIANCE
Boy Scout Troop #1532 and Cub Scout Pack #4532 led the audience and Council in the Pledge of
Allegiance.
2. APPROVAL OF AGENDA
MOTION: By Councilmember Ashby, seconded by Councilmember Lucarelli, to approve the agenda
as presented.
The motion carried.
3. CITI2ENS COMMENTS
Gerry Harmon voiced her concerns with the process and public knowledge of the pilot program for
the downtown overlay district.
Gary Anderson, Brady Miller, Dave Baker, Ryan Hader, Coreen Haydock, Ken Kammbich, and
Bobbie Stewart all spoke in favor of the mixed-use pilot program.

4. CONSENT AGENDA
A. Approval of Check Nos. 73000 through 73120 totaling $427,965.39; October Electronic

5. PRESENTATION
A. Proclamation: National Hunger and Homelessness Awareness Week
Mayor Putaansuu read the proclamation into the record and presented it to Sarah Van Cleve, who
thanked the Mayor and Council for their support.
6. PUBLIC HEARING
A. Public Hearing on Surplus of Certain Water/Sewer Utility Equipment
Mayor Putaansuu opened the Public Hearing, and there being no testimony, closed the Public
Hearing at 6:49 p.m.
B. Public Hearing on 2017-2018 Budget-Mid-Biennial Review and Modification
Mayor Putaansuu opened the Public Hearing, and there being no testimony, closed the Public
Hearing at 6:50 p.m.

Executive Session
At 6:51 p.m., Mayor Putaansuu recessed the meeting for a 10-minute executive session in
accordance with RCW 42.30.110(l)(c) regarding a real estate matter and RCW 42.30.110(l)(g)
regarding qualifications of an applicant. City Attorney Cates, Finance Director Crocker, and
Community Development Director Bond were invited to attend.
At 7:01 p.m., Mayor Putaansuu reconvened Council back into regular session.
7. BUSINESS ITEMS
A. Approval of an Appointment of a Municipal Court Judge
MOTION: By Councilmember Clauson, seconded by Councilmember Lucarelli, to approve the
Mayor's appointment of Timothy Drury as Municipal Court Judge.
The motion carried.
B. Approval of a Judicial Employment Contract with Timothy Drury for Municipal Court Judge
MOTION: By Councilmember Ashby, seconded by Councilmember Donlin to approve an employment
contract with Tim Drury for Municipal Court Judge for a four-year term commencing January 1,2018
and ending December 31, 2021.
The motion carried.

C. Adoption of an Ordinance Setting the Amount of Property Tax to be Levied for Year 2018
Pursuant to RCW 84.55.120
MOTION: By Councilmember Clauson, seconded by Councilmember Cucciardi, to adopt an
Ordinance, setting the 2018 property tax levy and the amount of property taxes to be raised for the
budget year of 2018.
The motion carried.

D. Adoption of an Ordinance Approving the 2017 Comprehensive Plan Amendments
MOTION: By Councilmember Diener, seconded by Councilmember Cucciardi, to adopt an ordinance
adopting the 2017 Comprehensive Plan amendments as presented.

E. Adoption of an Ordinance Adopting the 2017-2018 Budget Mid-Biennial Review and
Modification
MOTION: By Councilmember Clauson, seconded by Councilmember Diener, to adopt an Ordinance,
amending the 2017 - 2018 Biennial Budgets for the City of Port Orchard.

N. Adoption of a Resolution Declaring Certain Water/Sewer Utility Equipment as Surplus
MOTION: By Councilmember Lucarelli, seconded by Councilmember Diener, to adopt a resolution
declaring certain Water/Sewer Utility equipment as surplus and authorizing the disposition thereof.
The motion carried.

O. Adoption of a Resolution Repealing Resolution Nos. 082-16, 083-16, 017-15, 018-15, 028-12,
029-12, 030-10, 031-10, 039-16, 040-16, and Establishing Certain Employee Benefits for Non-
Union Represented Employees Classified as FLSA Non-Exempt and Executive Exempt
MOTION: By Councilmember Clauson, seconded by Councilmember Cucciardi, to adopt a Resolution,
repealing Resolutions No. 082-16, 083-16, 017-15, 018-15, 028-12, 029-12, 030-10, 031-10, 039-16,
040-16 and approving the Employee Benefits Policy to reflect a rate of pay increase of 2.5% COLA
effective January 1, 2018, for non-union represented employees classified as FLSA Non-Exempt and
Executive Exempt.

MOTION: By Councilmember Diener, seconded by Councilmember Ashby, to adopt a resolution,
adopting a schedule for the remainder of the 2017 calendar year, and adopting a schedule for 2018
as presented.

Q. Adoption of a Resolution Declaring Real Property Owned by the City and Located at 640 Bay
Street as Surplus and Authorizing its Sale
MOTION: By Councilmember Diener, seconded by Councilmember Donlin, to adopt a resolution
declaring 640 Bay Street as surplus.

8. REPORTS OF COUNCIL COMMITTEES
i Councilmember Clauson reported the Finance Committee is scheduled to meet on November 21st.
Councilmember Ashby reported on the November 13th Economic Development and Tourism
Committee.
Councilmember Lucarelli reported the Utility Committee is scheduled to meet Monday, November
20th. The Sewer Advisory Committee is scheduled to meet January 17th. The Chimes and Lights
Committee is scheduled to meet November 20th.

Mayor Putaansuu reported that in response to a letter the City sent to West Sound Utility District,
they agree to the City recording the Sewer Advisory Committee meetings via audio recorder. The City
will be responsible for maintaining those files.
Councilmember Diener reported on the November 7th Land Use Committee meeting, and reported
on the November 2nd Growth Management Policy Board meeting.
Councilmember Ashby reported on the November 9th Kitsap Regional Coordinating Council
Legislative Reception, and gave an updated on the Puget Sound Regional Coordinating Council
Transportation Policy Board.
9. REPORT OF MAYOR
Mayor Putaansuu reported on the following:
• Checks and digital signatures; and
• Community Service Day is scheduled for April 7, 2018.
10. REPORT OF DEPARTMENT HEADS
Community Development Director Bond reported on the [Draft Design Guidelines] open house
scheduled for November 15th.
HR Coordinator Howard reported the City's new part-time Permit Clerk has started with the
Community Development Department and an Accounting Assistant III with start on December 11th.
City Clerk Rinearson reported the open house was noticed, so all councilmembers can attend. Also,
she attended training for contracts and procurement and notary updates.
Mayor Putaansuu reported there will be a brief labor session after the meeting.

11. CITIZENS COMMENTS
Gerry Harmon voiced her concerns regarding the City's process in notifying the public about
meetings and committees and public transparency.
12. EXECUTIVE SESSION
An Executive Session was held earlier in the meeting.
13. ADJOURNMENT
The meeting adjourned at 8:31 p.m. No other action was taken. Audio/Visual was successful.
