CALL TO ORDER AND ROLL CALL Mayor Putaansuu called the meeting to order at 7:01 p.m. Roll call was taken by the City Clerk as follows: Councilmember Ashby Present Councilmember Chang Present Councilmember Clauson Absent Councilmember Diener Present Councilmember Donlin Present Councilmember Lucarelli Present Mayor Pro-Tern Cucciardi Present Mayor Putaansuu Present Staff present: Public Works Director Dorsey, City Treasurer Martin, Community Development Director Bond, City Attorney Cates, City Clerk Rinearson, and Deputy City Clerk Floyd were also present. A. Pledge of Allegiance Mayor Putaansuu led the audience and Council in the Pledge of Allegiance. 2. APPROVAL OF AGENDA MOTION: By Councilmember Ashby, seconded by Councilmember Diener, to approve the agenda as presented. The motion carried. 3. CITIZENS COMMENTS There were no citizen comments. 4. CONSENT AGENDA A. Approval of Check Nos. 68438 through 68566 totaling $555, 708.89; January Electronic Payment Dates 1/31/2017 through 1/31/2017 totaling $15,341.46; and Bi-Weekly Payroll including Check Nos. 147386 through 147426 totaling $707,614.13. The motion carried. 5. PRESENTATION A. Kitsap Rescue Mission for Intentional Transitional Community Joe Summers, Outreach Manager with Kitsap Rescue Mission, gave a presentation on Intentional Transitional Communities and asked the City to send a letter of support. B. Proclamation: Black History Month Mayor Putaansuu read the proclamation into the record. 6. PUBLIC HEARING No public hearings were held. 7. BUSINESS ITEMS A. Approval for Mayor Putaansuu to Send a Letter of Support to Kitsap Rescue Mission for Intentional Transitional Community MOTION: By Councilmember Chang, seconded by Councilmember Diener, to approve Mayor Putaansuu to send a letter of support to Kitsap Rescue Mission for Intentional Transitional Communities. Adoption of an Ordinance Amending Ordinance No. 007-16 to Extend Interim Subdivision Regulations for an Additional Six Months; Providing for a Public Hearing; and Declaring an Emergency MOTION: By Councilmember Donlin, seconded by Councilmember Cucciardi, to adopt an Ordinance amending Ordinance No. 007-16, to extend interim subdivision regulations for an additional six months; providing for a public hearing; and declaring an emergency. The motion carried. (Ordinance No. 007-17) C. Adoption of an Ordinance Amending Ordinance No. 008-16 to Extend Permit Processing Regulations for an Additional Six Months; Providing for a Public Hearing; and Declaring an Emergency MOTION: By Councilmember Diener, seconded by Cucciardi, to adopt an Ordinance Amending Ordinance No. 008-16, to extend permit processing regulations for an additional six months; providing for a public hearing; and declaring an emergency. The motion carried. (Ordinance No. 008-17) D. Adoption of an Ordinance Amending Port Orchard Municipal Code Chapter 10.12, Establishing Regulations and Fees Related to Parking, Stopping or Standing in Certain Areas of the City MOTION: By Councilmember Cucciardi, seconded by Councilmember Lucarelli, to adopt an Ordinance, thereby updating POMC Chapter 10.12, regarding parking, stopping or standing in certain areas of the City, with final form approved by the City Attorney. The motion carried. (Ordinance No. 009-17) E. Adoption of a Resolution Adopting the Final Plat of Eldon Trails, Division I (McCormick Woods Phase V) MOTION: By Councilmember Lucarelli, seconded by Councilmember Ashby, to adopt a resolution as presented, granting final plat approval for Eldon Trails Division 1. Adoption of a Resolution Approving Contracts with Puget Sound Energy for the Schedule 74 Undergrounding Conversion and Transmission Main Facility Relocation in Conjunction with the Tremont Street Widening Project MOTION: By Councilmember Ashby, seconded by Councilmember Donlin, to adopt a resolution approving the PSE Schedule 74 Underground Conversion and Facility Relocation Agreements as needed for the construction phase of the Tremont Street Widening Project, scheduled to commence in the summer of 2017. The motion carried. (Resolution No. 005-17) G. Approval of an lnterlocal Agreement with Kitsap County for Fire Review Services MOTION: By Councilmember Cucciardi, seconded by Councilmember Diener, to approve the lnterlocal Agreement between the City of Port Orchard and Kitsap County for Fire Review Services as presented. The motion carried. (Contract No. 020-17) H. Approval of the January 24, 2017, City Council Meeting Minutes MOTION: By Council member Lucarelli, seconded by Councilmember Donlin, to approve the January 24th minutes as presented. The motion carried. Councilmember Cucciardi abstained. I. Discussion: Code City Reclassification and its Effect on the Port Orchard Municipal Code Mayor Putaansuu and Council discussed the following Code City decision points; retaining our current form of government; retain the Planning Commission as it currently exists; omnibus authority; codification of governing status; potential changes to the Directors titles and job descriptions; annexation petitions; initiative and referendum; L.l.D assessment collection deferral; Pro-Tempore appointment of a Councilmember; allowing action at a special meeting; development agreements; and warrant and check signing. Mayor Putaansuu reminded the Council that any action will need to be taken before March 28, 2017. There is also a Public Hearing scheduled for February 28, 2017. Minutes of February 14, 2017 Page 5 of 6 City Attorney Cates briefly discussed what changes would occur to the Port Orchard Municipal Code if we were to change to a Code City. Councilmembers would like more discussion during the February 21, 2017, work study on initiatives and referendums, annexations, and LI.D's. 8. REPORTS OF COUNCIL COMMITTEES Mayor Putaansuu reported the Exit Conference is scheduled for tomorrow morning. Councilmember Ashby reported the Finance Committee is scheduled to meet February 28th. She reported on the Economic Development and Tourism Committee which met on February 13th, and is scheduled to meet the second Monday in March at 9:00am. Councilmember Lucarelli reported the Chimes and Lights Committee is scheduled to meet February 27th at 3:30pm. The Sewer Advisory Committee is scheduled to meet March 15th at 6:30pm. Council member Diener reported on the Land Use Committee which met January 18th. 9. REPORT OF MAYOR Mayor Putaansuu reported on the following: • Met with new owners of Leader International; • Land Title property; • Storage location for Police Department; • Housing Kitsap Bremerton lease; • Day of Service scheduled for April 29th; • House Bill 1089; • Small cell networks; • Met with residents of Perry Avenue regarding water main; • Cold weather shelter; and • Thanked Public Works staff keeping City safe during storm. 10. REPORT OF DEPARTMENT HEADS Public Works Director Dorsey reported on Segment 3 of the Bay Street Pedestrian Path construction; Berger Abam contract; 3 out of 4 Bay Street easements are completed; and Well 8 pump and motor on next Council meeting agenda. Minutes of February 14, 2017 Page 6 of 6 City Clerk Rinearson reported on the City's Insurer's biennial facilities and parks inspection; Mailchimp; and transition of audio/visual meetings to a different system. 11. CITIZENS COMMENTS Gerry Harmon would like to see an article in the Port Orchard Independent with information about the Code City hearing. 12. EXECUTIVE SESSION No executive session was held. 13.
