CALL TO ORDER AND ROLL CALL Mayor Putaansuu called the meeting to order at 7:00 p.m. Roll call was taken by the City Clerk as follows: Councilmember Ashby Present Councilmember Chang Present Councilmember Cucciardi Present Councilmember Diener Present Councilmember Donlin Present Councilmember Lucarelli Present Mayor Pro-Tern Clauson Present Mayor Putaansuu Present Staff present: Public Works Director Dorsey, Development Director Bond, City Attorney Cates, City Clerk Rinearson, and Deputy City Clerk Floyd were also present. A. Pledge of Allegiance Mayor Putaansuu led the audience and Council in the Pledge of Allegiance. 2. APPROVAL OF AGENDA MOTION: By Councilmember Ashby, seconded by Councilmember Clauson, to approve the agenda as presented. 3. CITIZENS COMMENT There were no citizen comments. 4. CONSENT AGENDA A. Approval of Bi-Weekly Check Nos. 66401 through 66497 totaling $195,745.72, and Bi- Weekly Payroll Check Nos. 146951 through 146976 totaling $359,998.19. B. Approval of April 12, 2016, Council Meeting Minutes C. Approval of a Contract with Everson's EconoVac Inc. for the 2016 Storm Drainage Catch Basin and Pipe Maintenance (Contract No. 052-16) D. Approval of Amendment No. 1 to Contract No. 021-16 with GeoEngineers, Inc. for the Phase I Environmental Site Assessment Services, 1121 Bay Street E. Approval of Carnival Application: Paradise Amusements, Inc. Minutes of April 26, 2016 Page 2 of 5 F. Approval of Public Event Application: Port Orchard Farmers Market MOTION: By Councilmember Ashby, seconded by Councilmember Clauson to approve the consent agenda as presented. The motion carried. 5. PRESENTATION There were no presentations. 6. PUBLIC HEARING A. Public Hearing and Adoption of a Resolution to Surplus Property Known as 100 Melcher Street Mayor Putaansuu opened the public hearing, and there being no testimony, closed the public hearing at 7:04 p.m. MOTION: By Councilmember Lucarelli, seconded by Councilmember Diener to adopt a resolution to surplus the property known as 100 Melcher Street. The motion carried. (Resolution No. 051-16) 7. BUSINESS ITEMS A. Adoption of a Resolution Authorizing the Sale of the Property Commonly known as 100 Melcher Street MOTION: By Councilmember Ashby, seconded by Councilmember Donlin to adopt a resolution to authorize the sale of the property known as 100 Melcher Street. The motion carried. Council member Chang voted no. (Resolution No. 049-16) B. Adoption of a Resolution Approving Four (4) Quit Claim Deeds to Allow for the Legal Transfer of Properties Associated with the South Kit~ap Water Reclamation Facility Minutes of April 26, 2016 Page 3 of 5 MOTION: By Councilmember Diener seconded by Councilmember Lucarelli to adopt a resolution, thereby authorizing the Mayor to execute four (4) Quit Claim Deeds to allow for the legal transfer of Properties to the joint City/WSUD Wastewater Treatment Facility (aka SKWRF) for continued Management and Operations pursuant to Contract No. C012-14. The motion carried. Councilmember Clauson abstained. (Resolution No. 048-16) C. Approval of a Contract with Kitsap Harbor Tours, Inc., City of Bremerton, Port of Bremerton, and Kitsap County for the 2016 Extended Summer Foot Ferry Service Councilmember Clauson recused himself at 7:21 p.m. MOTION: By Councilmember Lucarelli, seconded by Councilmember Cucciardi, to authorize the Mayor to execute a joint agreement between the City of Port Orchard, the City of Bremerton, the Port of Bremerton, and Kitsap County for additional summer foot ferry services in an amount not to exceed the City's portion of $7,000. The motion carried. (Contract No. 036-16) Councilmember Clauson returned to the meeting at 7:27 p.m. D. Approval of Lodging Tax Agreements for the 2016 Recipients MOTION: By Councilmember Cucciardi, second Councilmember Diener, to approve the 2016 version contract, after removing section 9(b)(3), authorizing the Mayor to execute agreements with the Port Orchard Bay Street Association, Port Orchard Chamber of Commerce, Fathoms O' Fun Festivals, Arthritis Foundation, Saints Car Club, Visit Kitsap, and Sidney Museum and Arts Association for Tourism Promotion (Lodging Tax) Services in an amount not to exceed the Lodging Tax Committee's recommendation presented to the Council on October 20, 2015, and passed by the City Council on Decemb~r 8, 2015. The motion carried. (Contract Nos. 035-16, 037-16, 038-16, 039-16, 040-16, 041-16 and 042-16 ) E. Approval of a Contract with Petersen Brothers, Inc. for 2 Guardrail Repairs and/or Replacement Minutes of April 26, 2016 Page 4 of 5 Motion: By Councilmember Clauson, second Councilmember Cucciardi, to authorize the Mayor to execute a contract with Petersen Brothers, Inc. in an amount not to exceed $14,623.28 for the Bay Street guardrail repairs or replacement. The motion carried. (Contract No. 027-16} 8. COMMITTEE REPORTS Councilmember Diener reported on the March 30 and April 20 Land Use Committee meetings. Councilmember Chang reported he spoke to four hoteliers and four recipients regarding serving on the Lodging Tax Advisory Committee. Councilmember Ashby reported the next Economic Development/Tourism Committee meeting is scheduled for the second Monday in May, at 9:00 a.m. Councilmember Clauson reported on the April 25 Finance Committee. Councilmember Lucarelli reported on the April 18 Utilities Committee meeting, and the next meeting is scheduled for May 16, at 9:30 a.m. Festival of Chimes and Lights is scheduled for May 16. Councilmember Chang reported on the April 20 Sewer Advisory Committee meeting. 9. MAYOR'S REPORT Mayor Putaansuu reported on the following: • Myhre's building updates • Banning fireworks in extreme weather conditions • Draft letter received from Mayor Erickson regarding conditional approval of comprehensive plans in regards to population allocations • Appointment of Tom O'Brien to the Public Facilities Board • Posting Council retreat discussion to City's website • Apologized for technical difficulties to City's website • Commended Thomas Hunter regarding a memo regarding lead in water • He and Public Works Director met with Port of Bremerton regarding parking • Cancelling the August work study session meeting • Would like to order lapel pins with City's wayfinding logo • Provided Council with a draft May newsletter REPORT OF DEPARTMENT DIRECTORS Minutes of April 26, 2016 Page 5 of 5 Public Works Director Dorsey reported the next Sewer Advisory Committee meeting is July 20, at 6:30 p.m.; for the Tremont project, the City presented their regional application to the PSRC selection committee on Thursday; received qualified bids for the Decant Facility and Bethel Paving ; and in regards to the Bay St Pedestrian Pathway have first offer of the five acquisitions. Development Director Bond reported on McCormick Village Park; and the Ad Hoc Committee to look at land use codes. City Clerk Rinearson reported on a ballot measure timeline. 11. CITIZENS COMMENTS Patrick Lucas asks if the Council knows what the people want. He also spoke about dirty water; cost for public safety; and 100 Melcher. Jerry Arnett asked about former Councilmember Olin's efforts in trying to get districts within the City . Gerry Harmon spoke about enforcement of the two ballot drop off parking spaces at the County; and receiving comments back from Council. Michael Wilson, West Sound Utility District, appreciates all the work done on the quit claim deeds, and spoke about the Public Works Trust Fund. Nick Whittleton thanked Council for their committee reports, and voiced his concerns with going 30% over for the McCormick Village Park . 12. EXECUTIVE SESSION No executive session was held. 13.
