06/21/2016 - Work Study - MinutesCity of Port Orchard Council Meeting Minutes Work Study Session Meeting of June 21, 2016 CALL TO ORDER AND ROLL CALL Mayor Robert Putaansuu called the meeting to order at 7:00 p.m. Roll call was taken by the City Clerk as follows: Councilmember Chang Present Councilmember Clauson Absent Councilmember Cuccardi Present Councilmember Ashby Present Councilmember Lucarelli Present Councilmember Diener Present Councilmember Donlin Present Mayor Putaansuu Present Staff present: Public Works Director Dorsey, Development Director Bond, City Treasurer Martin, Police Chief Marti, Deputy City Clerk Floyd, and City Attorney Springer were also present. Pledge of Allegiance Mayor Putaansuu led the audience and Council in the Pledge of Allegiance. 1. Presentation: Anderson Hill/Old Clifton Road Roundabout Public Works Director Dorsey stated this is a very busy area, and wanted to bring the design phase of this project to the Council. Kevin Collins, Ryan Peterson, and Chris Cavell with Transpogroup, gave a presentation on the Old Clifton Road Corridor Study and the Anderson Hill Roundabout Design which included: • Roundabout Project Overview - Project Purpose - Project Cost - Funding Source • Project Scope: Single Lane Roundabout • Project Scope: Utilities - Extension of Existing Facilities for Future Needs - Modifications of Existing Minutes of June 21, 2016 Page 2 of 4 • Right-of-Way (ROW) Potential Impacts • Old Clifton Road Corridor Study - Planned Middle/High School on West End - Private Development • Holistic Look at the Corridor - Traffic - Non-Motorized Connections - Utilities Public Works Director Dorsey noted construction for this project is not scheduled until 2022. Council Direction: No direction was given to staff. 2. Multifamily Tax Exemption Code Development Director Bond stated property tax exemptions take the current property tax rate and freezes it for a number of years. If the City decides to grant property tax abatement on a property, they are foregoing money that would not come in unless there was a project there in the first place. This can be for 8 or 12 years depending on whether the multifamily project includes affordable housing; market rate housing can be capped at 8 years and affordable housing can get up to 12 years. The City needs to designate areas on a map where the target areas will be located. Based on the guidance of the Economic Development and Land Use Committees, they created a map of properties that allow for multifamily development and they selected areas that are developed and underutilized or undeveloped in areas where infrastructure costs are the barriers for construction and are quite high. The abatement is seen as a way to eventually encourage development of those sites. In addition, the areas on the map are all corridors served by transit. Also, in order to grant the property tax abatement, certain areas would have to go through a re-zone first. The map provided can be amended, and does not have to go through the Department of Commerce as it is not a development regulation. Mayor Putaansuu, Councilmembers, and staff continued to discussed the map provided; high density housing; real estate tax; changes to the proposed ordinance; and incentives for development. Council Direction: Staff will hold a public hearing prior to adoption of the ordinance. 3. Waterfront Parking Minutes of June 21, 2016 Page 3 of 4 Chief Marti noted we have two Parkeon parking machines at the waterfront. The screens started to go out and you could not read the information. He negotiated with Parkeon and received a good deal for them to come in and rebuild the machines. They came and updated to color screens, which includes an option to input City news. However, these types of machines should not used for monthly parking. The problem is the monthly receipt fades out with the sun and will become unreadable. The current machines have three different tiers which are used for hourly, daily, and monthly receipts. He would like to propose that there be hourly, daily, and weekly; and remove the monthly rate. It would save money for people who purchase monthly receipts and don't utilize the entire month. It also solves the problem of the receipt washing out and being unreadable. In addition, the parking rates do not make sense. We are under pricing the rates. Councilmember Cucciardi stated that having the weekly parking option would benefit the commuters as they could receive information faster regarding closures of the parking lots for events. Mayor Putaansuu noted that long term he would like to see less parking downtown and more green space. The Port seems receptive to this idea. He also provided the Council with a survey that Kitsap Transit conducts of vehicles that use their park and ride lots. He would like to promote the fact that there are park and ride lots available, and to raise the daily parking prices and keep the hourly pricing the same in the downtown area. Council Direction: Staff will place this on the July 12, 2016, agenda to approve removing the monthly rate and add a weekly rate; raising the daily rate and keep the hourly rate the same. 4. Social Media Policy Police Chief Marti stated he would like the police department to have a Facebook page. The information posted could reach the public a lot faster and help with certain emergencies. It is a dynamic tool for law enforcement to use. The City's social media policy will need to be updated, and will also require purchase of software, which would capture the data being created. He noted the software cost is within their budget. Chief Marti also said he would like people to be able to comment on the Facebook page. Council Direction: Staff will move forward with updating the City's social media policy and purchasing the software, and will also include a disclaimer on the Facebook page letting users know it is moderated and the terms and conditions upon which certain comments could be deleted. The Personnel Policies will also need to be updated. Minutes of June 21, 2016 Page 4 of 4 5. Texting Policy Mayor Putaansuu said Public Works and Police employees have, or will be receiving, new City issued phones. We currently do not allow texting on City devices. For business purposes we need the ability to text. We also need to acquire software that will capture and archive the data and update the City's personal policies to allow texting. Council Direction: Staff to move forward with updating the personnel policies to allow texting and also to purchase the software that will capture the texts. 6. Additional Items Mayor Putaansuu provided a document that Port Orchard Chamber of Commerce Executive Director Matt Murphy created regarding the SR166 road closures. Councilmember Ashby stated they are position number 5 in the parade. They need to blow up balloons, and that should take about 3 hours. She invited the Council to City Hall at 10:00am on Saturday to prepare the balloons. Councilmember Donlin will be providing music during the parade.
