Work Study Session Meeting of January 19, 2016
CALL TO ORDER AND ROLL CALL
Mayor Rob Putaansuu called the meeting to order at 7:00 p.m.
Roll call was taken by the City Clerk as follows:

Pledge of Allegiance
Mayor Putaansuu led the audience and Council in the Pledge of Allegiance.
1. Kitsap County Comprehensive Plan-Port Orchard UGA
Commissioner Garrido thanked the Council for inviting them. She understands there are some
concerns about the Urban Growth Area (UGA) lines. She introduced Jeff Rowe, Deputy Director of
Community Development; David Greetham, Planner Supervisor; and Katrina Knutson, Senior
Planner.
Mr. Greetham noted the Council wrote a letter in response to the release of the County's draft
Comprehensive Plan documents. This was the first 30 day public comment period. Since that time,
they have reviewed the comments received, and are working with the Board of Commissioners on
the three UGA alternatives to eventually have one preferred alternative that will then be used to
draft a final Comprehensive Plan documents, for release in April. This coming Friday, they plan on
releasing a staff recommended preferred draft for the public to review and comment on. The
Board will then hold at least three public hearings during the first week in February; one in North,

and South. After those hearings, the Board will provide direction to staff on a preferred alternative
that we can formulate the final plan around.
Councilmember Ashby said Alternatives 2 and 3 reduce Port Orchard's UGA, significantly changing
densities of properties that are currently in our UGA. Those would then be removed from our UGA.
She asks if the County has done any evaluation of the change in economic value of those
properties.
In response to Councilmember Ashby, Ms. Knutson said they did a study for the City's Planning
department about a year ago. They did an analysis on retail value, taxable value, and monies
associated with infrastructure improvements and what it would cost the City.
Councilmember Chang voiced his concerns, asking what is the County's motivation for wanting to
reduce our UGA?
City and County staff discussed what would happen to the different parcels if the UGA changed,
including changes to parcels on Bethel Road; uses in rural residential; transportation funding; what
Kitsap County received for total allocation growth; total population and employment growth for
local cities; Vision 2040; annexation of McCormick Woods; and current employment within Port
Orchard.
Ms. Knutson provided a brief history on how the County came up with its decision making process
to choose the areas which are represented.
Discussion continued on zoning; assessed value; Phillips and Bethel Road; what to expect on Friday
when the County's draft recommendations come out; and the regional growth strategy.
Council Direction: No direction was given to staff.
2. Exempt Parking Permits
Mayor Putaansuu stated the County Planning Commission, the Board of Equalization, and the
Hearing Examiner, meet about once a month, and under former Mayor Coppola's administration,
they were issued parking passes so they could park around the courthouse. Mayor Matthes
continued this practice, but when the discussion of residential parking passes came up, it was
noted the City does not have any processes which allow the County to receive those permits.
Mayor Putaansuu would like to be able to provide those permits.
In response to Councilmember Cucciardi, City Clerk Rinearson said this is not related to residential
parking permits; this would be a different section of the code. She noted she spoke with the Police

Chief and her office staff to see if any complaints have been received regarding the County
permits, and there has not been. We need the support of the Council to continue to issue these
permits.
Councilmember Ashby noted she would like the same courtesy applied to Councilmembers who
attend committee meetings at City Hall.
Council Direction: Council directed staff to update the City's code to allow permits to be issued to
the County and also to Councilmembers for use during committee meetings.
3. Hanging Banners over Marquee on SR166
At the invite of Mayor Putaansuu, Fire Chief Wright joined the Council. He provided a brief history
of hanging banners over Bay Street, noting many years ago, the City of Port Orchard merged with
Fire District No.7, and the banners were hung by the volunteer Fire Department with the City, as
well as Rotary members. Now, several issues have come up, including safety and liability, and they
would like the City to be in charge of hanging those banners.
Mayor Putaansuu stated his concern is the Supreme Court decision relating to content of signs,
and at this time, we do not have an attorney to review this.
Public Works Director noted his concerns with the legality of the banners and cables.
Councilmember Ashby said many organizations use the banner as a marketing tool for their events.
Chief Wright stated he would like to be able to let people know the new process as soon as
possible.
City Clerk Rinearson reminded the Council that the City has a resolution stating that Fire Authority
hangs the banners, and gives the criteria that needs to be followed.
Development Director Bond stated this policy should have not been done in the form of a
resolution, and should have been codified. Right now, our sign code contradicts what is in the
resolution.
Councilmember Clauson asks why Public Works couldn't put up the banners of the organizations
who are already scheduled to have their banners hung through March 1? We will not take any new
applications after March 1, until we have a new policy in place.
Development Director Bond stated the banner policy may not have to go under the sign code, but
he would like legal counsel to review this first.

City Clerk Rinearson said she communicates with the staff in the Fire Department, and she also
receives a copy of the banner applications.
Mayor Putaansuu said his understanding is the next two banner changes will be taken care of by
public works, and applications received at the Fire District until March 1. Then after March 1, they
need to come to City Hall for their banner application. He will also let new legal counsel know this
is a priority to review.
Council Direction: No direction given to staff.
4. Transportation
Council and staff briefly discussion the TBD (Transportation Benefit District), noting the next step is
to schedule a meeting. Mayor Putaansuu said this is another thing he will be discussing with the
new legal counsel.
Public Works Director Dorsey stated they will also be trying to secure regional funding for the
Tremont project. ·
Mayor Putaansuu reminded Council that one of the boxes they need to check is that they have
approved a resolution in support of the project.

5. Other Discussion Items
Mayor Putaansuu and Public Works Director Dorsey updated the Council on an email they received
about issues on a City street.
Mayor Putaansuu reported
• It was brought to the City's attention that we are required to have an ADA Coordinator, and
Deb Howard, our HR Coordinator, is now our ADA Coordinator;
• House Bill 2348 has been introduced, and would give City's the authority to regulate and
ban fireworks if necessary; Senate Bill 6115 would seek to limit sewer and water rate utility
taxes at 6%;
• He is not be able to attend the Sewer Advisory Committee;
• He has a meeting with Mr. Mansour Samad pour regarding his downtown property;

Councilmember Clauson stated would like a better way to reach citizens, and would like to provide
an opportunity for people to sign up for electronic notices, and categorize what kind of
information they would like sent to them .
Council Direction: Council directed Public Works Director Dorsey to respond, on behalf of the
Council, to the email regarding the City street; and cancel the Sewer Advisory Committee meeting
until February.
