Meeting Minutes
March 9, 2021 at 5:03 PM
Utility Committee Members; Chair Cindy Lucarelli, Jay Rosapepe and John Clausen met on March 9, 2021 via Zoom Meeting. Also present: Public Works Director/City Engineer Mark Dorsey,
Utility Manager Jacki Brown, Finance Director Noah Crocker and Mayor Rob Putaansuu.
DOH-DWSRF Loan – Updates: PWD Dorsey and UM Brown Provided Committee members with the following project funding updates;
Well #11 Pre-Construction Award ($500K) – Although the City was not successful is their $5M request for the Well #11 100% Design and Construction Project via the FY 2021 DWSRF Loan Application
process, the State Department of Health (DOH) is offering a $500K Pre-Construction Loan, with the understanding that this award will bolster the 2022 DWSRF Loan Application for the
Well #11 Construction Phase. Staff is currently working with the (Murraysmith) on the Scope & Budget for the Final Design/Bid Support needed for the DOH funding request. Once the
award is officially offered, and then accepted by the City, a contract amendment with Murraysmith will be submitted to Council for approval. To be continued
Well #13 Project Closeout & Scope Reduction – In brief summary, the City’s $6M DWSRF-funded Well #10/#13 Project has already received three (3) contract extensions from the DOH and is
currently scheduled for completion by the end of 2021. Given the City’s inability to now bring Well #13 online until the Water Rights/Mitigation Measures/Stream Augmentation (Foster)
issues are resolved, DOH and the City have agreed to close-out the current DWSRF Agreement with an associated Scope Reduction Amendment (pumping and treatment), and DOH has committed
to fund the completion of the Project when Foster is resolved. To be continued.
Splash Pad Addendum #1 Timeline – Update: PWD Dorsey reported to Committee members that the Value Engineering exercise for the McCormick Village Park Splash Pad is 100% now complete
and the City anticipates the Advertisement (current PS&E along with Addendum No. 1) for the Project in April, 2021, which will hopefully lead to the reopening of the Facility by August
2021. To be continued.
Marina PS Funding – Update: PWD Dorsey and UM Brown updated Committee members on the current Marina Pump Station (MPS) loan funding status with the State Department of Ecology (DOE),
being that recent events; 1) L&I directive for confined
space entry improvements and 2) a recent MPS overflow spill event that confirmed that additional storage will be required, has further complicated the final design phase of this Project
and has again increased the estimated Total Project Cost to approximately $13M. Having recently met with DOE for a second time, it is anticipated that DOE will now decide to either
1) closeout the current $4.1M Loan and establish a new loan for the funding needed or 2) issue an amendment adding both time and money. Either way, staff is hopeful that DOE will be
providing ‘significant’ additional funding at a low interest rate (2.6%) and a 30-year term to ensure the completion of this critical infrastructure facility. To be continued.
McCormick Water Campus (580 Tank, Well #12 & Main) – Update: PWD Dorsey and UM Brown updated Committee members on the following;
580 Tank – McCormick Communities is nearing completion and they and the City are working to close out the project, testing, punch list items and approval by DOH. A 60-day timeline is
anticipated. To be continued.
Well #12 – Pilot hole is drilled, no further activity is scheduled until the water rights are obtained. To be continued.
Main – McCormick Communities has now received their permits to commence with the water main extension through McCormick West, with a Pre-Construction Meeting scheduled for March 15,
2021. To be continued.
Sidney Avenue Sewer & Roadway Repair – Update: PWD Dorsey updated Committee members on this ‘unplanned’ emergency repair to address the sinking of concrete panels within an area of
Sidney Avenue. The bid opening for the Project is scheduled for March 11, 2021. To be continued.
Foster Pilot Program - Update: UM Manager Brown updated Committee members on the current status of the Foster Pilot Project – Joint Legislative Task Force (JLTF), being that the City’s
groundwater model is now complete, and several augmentation scenarios have been developed. PW Shop staff will now review the most promising scenarios for operational input, prior to
finalizing. City staff will then meet with affected Tribal Representatives. As noted previously, the Well #11/Well #12/Well #13 Projects are at a standstill (other than Well #11 pumping
at 50% needed capacity), until Foster is resolved. To be continued.
Utility Department Program - Update: PWD Dorsey reviewed the Utility Department Program Timeline with Committee members, outlining dates and process for either completed or pending
Utility Department (Water, Sewer & Storm) tasks. The timeline tracks 1) the General Sewer Plan Amendment Adoption, 2) the Stormwater Comprehensive Plan, 3) the Water CIP’s & CFC Adjustments,
4) the Water CFC Credits, 5) the Water/Sewer Rates Study, 6) the Water System Plan Update Adoption, 7) the General Sewer Plan Update Adoption and 8) the 2023 Comprehensive Plan Update
Adoption. The Timeline was also shared with the City Council on March 9, 2023 as a Discussion Item. To be continued.
