Utility Committee
Meeting Minutes
April 15, 2019
Utility Committee Members Cindy Lucarelli and Fred Chang met on April 15, 2019 at 9:30 a.m. at the Port Orchard City Hall - Room #306. Also present: Public Works Director/City Engineer
Mark Dorsey, Utility Manager Jacki Brown, Asst. City Engineer Mike Pleasants and Operations Manager Tony Lang.
NPDES Ph. 2 Permit 2018 Annual Report - Discussion: SPM Holt summarized for Committee members a portion of the City’s 2018 Annual Report to DOE, as required for Permit compliance.
In general, the City met the required Permit benchmarks for the year. Once submitted to DOE, the full Report will be posted on the City’s website. No further action required.
2019 Stormwater Comprehensive Plan - Update: UM Hunter and SPM Holt provided Committee members with a brief overview (executive summary only) of the staff prepared ‘draft’ Stormwater
Comprehensive Plan. The Plan, which will replace the original Stormwater Plan prepared by Morrisette & Associates for the inception of the Program, looks to maintain Permit compliance,
evaluate operations and establish capital improvement opportunities. One added topic for further discussion will be the potential implementation of Stormwater Capital Facility Charges
to help fund future CIP’s. To be continued.
ADU Utility Billing Ramifications - Discussion: PWD Dorsey and UM Hunter provided Committee members with a brief overview of the proposed revisions to POMC 13.04.080 and 13.06.080 as
it relates the implementation of ADU’s upon the City’s Single-Family Residential parcels. In general, no additional W/S connection fees (CFC’s) and/or stormwater fees (ISU’s) will
be added to an existing SFR’s adding an ADU. No further action required.
POMC 13.04.020 (2465 Bethel – Sewer Rates) - Discussion: PWD Dorsey advised Committee members that a topic from the May 18, 2018 Agenda will be coming back to the Utility Committee
for further discussion in the near future. As a brief reminder, two issue were brought to the City’s attention in 2018 by the owner of 2465 Bethel, being 1) concerns over the City’s
billing methods for sanitary (fixture count-based) and 2) a claim of over-paying. The Utility Committee will only be addressing the billing methodology. To be continued.
Utility Department Work Plan – Discussion: UM Hunter provided Committee members with updates on the following Projects;
Foster Pilot Project – The Joint Legislative Task Force continues to address water source withdrawal mitigation impacts (Steady State vs. Transient Model.) To be continued.
Water Rights 2019 – As a function of Well #13 and all other existing and planned water sources within the city, the reallocation of current water rights should secure the City’s ability
to continue to provide potable water beyond 2067. To be continued.
Well #13 Site and Drilling – The site work is now complete and the well drilling activity scheduled to commence in May. To be continued.
Well #13 Maple Site & PRV’s – BHC continues to finalize the Ad Ready design, to be complete by June 2019. One cost savings concept to be added will be directional boring through the
cemetery. To be continued.
McCormick Pump Station #2 – Final design and permitting currently at 60% complete. No update on $1M Legislating ask. To be continued.
Water System Plan 2019 – BHC scheduled to complete the Plan and submit to City Council in May 2019, after model calibration is complete. To be continued.
Marina Pump Station – Now that the DOE Loan has been accepted, RH2 will ramp-up their design efforts in order to comply with the Agreement timeline and stay in alignment with the upstream
McCormick PS#1/PS#2 improvements. The Downtown Redevelopment coordination window (rebuild vs. retrofit) is now closed. To be continued.
Well No. 9 - Update: PWD Dorsey and UM Hunter updated Committee members on the Well No. 9 Water Treatment Retrofit Construction Project and the Errors and Omissions Demand Letter to
Pace Engineers, Inc. as follows:
JMG Constructors, LLC is substantially complete and start-up is ongoing. There are a few issues to resolve before the system can become operational. To be continued.
As reported previously, the Demand Letter to Pace Engineers, Inc. was sent via Certified Mail on August 17, 2018. The City Attorney has completed the Grey & Osborn review and the decision
has been made to no longer pursue the matter. No further action required.
McCormick Pump Station #1 - Update: UM Hunter updated Committee members on the current status of the McCormick Pump Station #1, being that the Interim Improvements continue to operate
effectively, and that McCormick Communities commenced construction of the permanent facility. To be continued.
