RESOLUTION NO. 025-26
A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
APPROVING THE PURCHASE OF FURNISHINGS FOR THE
DOWNTOWN BEAUTIFICATION PROJECT AND DOCUMENTING
PROCUREMENT.
WHEREAS, the City Council adopted the 2025-2026 Biennial Budget, which includes
funding to support improvements associated with the Downtown Beautification Project; and
WHEREAS, the Downton Beautification Project includes the installation of new public -
use amenities intended to support the long-term revitalization and enhancement of downtown
public spaces; and
WHEREAS, in accordance with the City's Procurement Policies, purchases of $35,000 or
more require approval by the City Council; and
WHEREAS, Public Works Issued an Invitation to Bid (ITB) for the procurement of outdoor
furniture, including picnic tables and benches, consistent with the design, durability, and
accessibility requirements; and
WHEREAS, the ITB was publicly advertised in the Kitsap Sun and the Daily Journal of
Commerce on March 5, 2026, and March 12, 2026, and the deadline for the bid submission was
March 19, 2026; and
WHEREAS, the city received one responsive proposal by the deadline and after review,
staff recommends awarding the purchase in the amount of $42,244.45 to Smith Metal Works,
and
WHEREAS, the recommended purchase includes seven (7) picnic tables and five (5)
benches that meet all project specifications and support the overall goals of the Downtown
Beautification Project; and
WHEREAS, the Port Orchard City Council, in alignment with the State Auditor's Office
recommendation, wishes to document the procurement process for this purchase by
Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: It is the intent of the Port Orchard City Council that the recitals set forth above
are hereby adopted and incorporated as findings in support of this Resolution.

THAT: The City Council approves and authorizes the Mayor to execute a purchase of
seven (7) picnic tables and five (5) benches from Smith Metal Works in the amount of
$42,244.45, in accordance with the proposal received and the City's procurement
procedures. The Mayor or designee is authorized to execute any necessary documents
to complete these purchases in accordance with City policies and applicable laws.
THAT: This Resolution shall take full force and effect upon passage and signatures
hereon.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested
by the Clerk in authentication of such passage this 24th day of March 2026.
