CALL TO ORDER AND ROLL CALL Mayor Tim Matthes called the meeting to order at 7:00 p.m. Roll call was taken by the City Clerk as follows: Councilmember Chang Present Councilmember Childs Present Councilmember Clauson Present Councilmember Cucciardi Present Councilmember Lucarelli Present Councilmember Putaansuu Present Mayor Pro-Tern Ashby Present Mayor Matthes Present Staff present: City Clerk Rinearson, City Treasurer Martin, and Office Assistant Floyd were also present. A. Pledge of Allegiance Mayor Matthes led the audience and Council in the Pledge of Allegiance. 2. CITIZENS COMMENT Ron Rider reported on a sewer backup issue in 2014 at the Cedar Cove Inn, and asks the City to pay for the expenses and damages. Kathy Michael spoke about the sewer backup issue at Cedar Cove Inn and the responses she received from the City. She asks the City for reimbursement, as this was caused by damage due to failure of an existing City sewer line that was not maintained. Gerry Harmon said the same thing happened to her sister's place down the street. The City told them they had to fix it. 3. APPROVAL OF AGENDA Minutes of December 22, 2015 Page 2 of 5 MOTION: By Councilmember Clauson, seconded by Councilmember Putaansuu, approving the Consent Agenda. The motion carried. MOTION: By Councilmember Lucarelli, seconded by Councilmember Putaansuu, to add Business Item 7A, Waterfront Parking. The motion carried. 4. APPROVAL OF CONSENT AGENDA A. Approval of Check Nos. 65558 through 65641 totaling $297,164.64. B. Approval of December 7, 2015, Special Council Meeting Minutes C. Approval of December 8, 2015, Council Meeting Minutes D. Adoption of a Resolution Approving a Contract with Krazan & Associates Inc., for an On-Call Construction/Materials Testing (RESOLUTION NO. 002-16 and CONTRACT NO. 003-16) E. Approval of Amendment No. 1 to Contract No. 016-15 with Grette Associates, Inc. for On- Call Environmental Consulting Services F. Approval of a Contract Authorizing the Mayor to Execute an Agreement with Gordon Thomas Honeywell-Governmental Affairs for Lobbying Services (Contract No. 005-16) MOTION: By Councilmember Putaansuu, seconded by Councilmember Clauson, approving the Consent Agenda as presented. The motion carried. 5. PRESENTATION A. South Kitsap School District-Bond for a Second High School Jay Villars, South Kitsap High School Assistant Superintendent, and Rebecca Diehl, South Kitsap School District Board Member, gave a presentation on the upcoming 2016 bond for a second high school. They are asking Council for their support. Councilmember Clauson noted before they can give their official position, this needs to be publicized and give both sides an opportunity to address this issue. 6. PUBLIC HEARING No public hearings were held. 7. BUSINESS ITEMS A. Waterfront Parking Minutes of December 22, 2015 Page 3 of 5 Councilmember Lucarelli reported Kitsap Transit needed to make repairs to a ferry boat. As a result the Port Orchard downtown parking is full, and people who have paid passes did not have parking spaces available. Council member Putaansuu noted people who pay for a monthly pass are showing up to park at the waterfront, and the lot is full. They then have no choice except to park in the 2 hour parking spaces, and when they do so, they receive parking tickets. He spoke to the Police Chief, and we need to take action and not enforce this if a monthly parking pass is displayed. Also, Public Properties needs to look at if the City sells 15 monthly parking passes, we need to have 15 reserved stalls. MOTION: By Councilmember Putaansuu, seconded by Councilmember Childs, to not enforce anyone with a monthly pass, and if there is no room for them, and they park in the two hour parking, that we not write them a ticket, and that Public Properties take this up the first of the year, and figure out what we can do about this, so we don't have this problem. Also, the Chief said we can't ask the judge to forgive this, but if he got a copy of the ticket and a copy of the monthly parking pass, he would go chat with the judge and see what he can do. Councilmember Cucciardi agrees with sending this to Public Property. Councilmember Chang noted it sounds as if there is no limit on how many permits are issued. We may be issuing more permits than we have spaces. What does the permit actually say; is there a guaranteed spot, or is this a first come first serve? Councilmember Clauson would like to give priority to the people who invest in a month's worth of parking. Also, the current passes do not hold up well throughout the month. Maybe Public Property should consider a different pass. Councilmember Putaansuu recommends Public Property invite the Chief for this discussion. The motion carried. Minutes of December 22, 2015 Page 4 of 5 MOTION: By Councilmember Clauson, seconded by Councilmember Putaansuu, to put the issue of the South Kitsap School District bond issue on the agenda in January, and that we invite the community on both sides of the issue an opportunity to come forward and provide testimony, so we can take a position if we so desire. In response to Councilmember Putaansuu, Councilmember Cucciardi noted this should be on the January 12 agenda. The motion carried. 8. COUNCIL COMMITTEES Council member Lucarelli reported on the Holiday Tour results and noted the following: • Best Business -Kitsap Bank • Best Business Window Display -Wisteria Lane • Best Municipal -Port Orchard City Hall • 2nd Best Municipal -Port of Bremerton • Best Neighborhood -Rutherford in McCormick Woods • Best Home Display -4462 Siskin Circle • 2nd Best Home Display -1080 Ten by Court 9. MAYOR'S REPORT Mayor Matthes recognized and thanked City staff, and also reported on the projects completed in the past four years. 10. REPORT OF DEPARTMENT DIRECTORS City Treasurer Martin thanked Mayor Matthes for his service and dedication to staff. City Clerk Rinearson reported she contacted Ann Macfarlane who does the. parliamentary training. She is available on February 16, 2016, and indicated this would be a three-hour training. She asked the Council if they would like to start the meeting at 6 p.m. instead of 7 p.m., and Council indicated they would. In addition, she presented a plaque to Councilmember Childs for his 8 years of service as a Councilmember. Councilmember Childs stated he enjoyed working on the Council, and noted the things they do are important. 11. CITIZENS COMMENTS Minutes of Decembe r 22, 2015 Page 5 of 5 Jill Boltz spoke in support of the South Kitsap School District bond, and reported on where people could go for more information on the bond . Clancy Donlin noted second place for the best fine dining in Western Washington went to Bay St Bistro . He also thanked Mayor Matthes and Councilmember Childs for their years of service . Vance Vaught thanked Mayor Matthes for his service the last four years, and also spoke to Mayor Elect Putaansuu about his future tenure as Mayor. Nicole Vaught thanked Mayor Matthes for his years of service, and asked Mayor Elect Putaansuu to remember he was elected to work for the City and do the right things. Mayor Matthes stated the South Kitsap Helpline has an outreach program for food and toys. 12. EXECUTIVE SESSION No executive session was held. 13. ADJOURNMENT The meeting adjourned at 7: 54 p.m. No other action was taken.
