Council of the City of Port Orchard, Washington was called to order on June 20, 2005 by Mayor Kim
Abel at 6:37 P.M., in a special Council workshop. The Council workshop was held in the Port Orchard
Municipal Court, 216 Prospect Street, Port Orchard, WA.
Councilmembers present: John Clauson, Robert Geiger, Carolyn Powers, Todd Cramer Rick Wyatt and
Rita Dilenno.
Staff present: Deputy City Clerk Michelle Merlino.
Mayor Abel welcomed those present and asked those present to stand for the Pledge of Allegiance.
Mayor Abel introduced Norm Mcloughlin, Executive Director and Gary Tusberg, Director of Urban
Development representing Kitsap County Consolidated Housing Authority.
Mr. Mcloughlin presented a power point presentation on the revitalization efforts of the City of Poulsbo
and City of Bremerton. Mr. Mcloughlin discussed the U.S. Treasury award of $40 million dollars in
incentives for business through the New Market Tax Credit Program. Mr. Mcloughlin advised the first
step in securing these dollars would be to adopt a City resolution designating an Urban Renewal Zone,
and then designate an agent, such as the housing authority to help secure funding options.
The Council asked some questions about the program and asked for a copy of the governing state law
on the subject.
City Attorney Jacoby commented on RCW 35.81, which is titled Community Renewal Law and asked
the Deputy Clerk to make copies for the Council.
