Salish Behavioral Health Administrative Services Organization [SBH-ASO]
Introduction to Salish BH-ASO
Salish BH-ASO formed through an Interlocal Agreement between Kitsap, Jefferson and Clallam Counties, and the Jamestown S’Klallam Tribe.
Of the 7 Sovereign Tribal Nations within the regional service area, the Jamestown S’Klallam Tribe volunteered to serve on Salish Executive Board.
SBH-ASO Roles and Responsibilities
SBH-ASO provides for behavioral health crisis services (mental health and substance use disorder) for all residents within Kitsap, Jefferson and Counties, regardless of individual insurance
status or income level.

SBH-ASO Roles and Responsibilities
SBH-ASO provides for limited non-crisis behavioral health (MH & SUD) services for low-income individuals who are not eligible for Medicaid (i.e.: Outpatient Treatment, Withdrawal Management
and Inpatient Treatment).
SBH-ASO also administers several special non-Medicaid programs such as the R.E.A.L. Program and Behavioral Health Housing Program.
Opioid Settlement Funds Update
Several Opioid Settlement has been reached between Washington State including Distributor, Manufacturer and Pharmacy Settlements.
In addition, the participating local governments and the Washington Attorney General’s Office have reached an agreement on the sharing of the settlement: 50% to State and 50% to participating
local governments.

The State is allocating the funds to local jurisdictions on a regional level, and Kitsap County is in the “Olympic Region” along with Clallam and Jefferson Counties.
Per the settlement agreement, funding must only be used for approved “Opioid Remediation Uses” with priority given to “Core Abatement Strategies.”

An Interlocal Agreement was executed between Kitsap, Jefferson and Clallam Counties, designating SBH-ASO as the Olympic Region Opioid Abatement Council, in accordance with the Washington
State MOU Requirements.

Local Governments managing direct payments agree to take on several actions, including but not limited to:
Establishing an Opioid Abatement Council
Developing a methodology for obtaining proposals for use of Opioid Funds
Ensuring there is opportunity for community-based input on priorities for Opioid Fund programs and services
Provide reporting regarding opiate abatement funds
Opioid Settlement Funds Update
Current opiate fund sources include:
Distributor (Years 1-4 and 7) ($43,351)
Manufacturer (Years 1-2)
Pharmacy (Years 1-2)
Pending additional settlements
Port Orchard funding received approximately $150,350
Opioid Settlement Funds Update
The City of Bremerton, City of Bainbridge Island and City of Port Orchard executed interlocal agreements to pool funding with Kitsap County in 2023.
Port Orchard designated the Distributor Settlement in the interlocal agreement. An amendment will need to be pursued to include the Manufacturer and Pharmacy Settlements.
