Kitsap County 2022 Overburdened Communities Assessment Overburdened Communities What is an "Overburdened Community" A geographic area where vulnerable populations face combined, multiple environmental harms and health impacts, and includes, but is not limited to, highly impacted communities 2022 Overburdened Communities Assessment Kitsap County conducted a thorough, data -driven analysis of demographic, socioeconomic, and environmental factors to identify overburdened communities throughout the region, including the City of Port Orchard. (360) 876-4407 • FAX (360) 895-9029 Agenda Staff Report Discussion Items: Washington Opportunity Zones Program 2.0 Estimated Time: 10 Minutes Meeting Date: February 17, 2026 Prepared By: Nick Bond, AICP, Community Development Director Presenter: Nick Bond, AICP, Community Development Director Summary and Background: The Opportunity Zone program has been renewed as part of recently passed federal legislation. The new program is called Opportunity Zones 2.0. Port Orchard previously applied to the Governor to have two of its census tracts designated as Opportunity Zones under the old 1.0 program and was successful in this application. From 2017 to 2025, the census tract that included downtown Port Orchard and the census tract along Bethel from downtown to Sedgwick, were designated as Opportunity zones. In the Opportunity Zone 2.0 program, the downtown census tract no longer meets eligibility requirements. The Bethel census tract north of Sedgwick remains eligible. Additionally, the Bethel census tract south of Bethel, located in both Port Orchard and the unincorporated county, are eligible. If the City wishes to have either of these census tracts designated as opportunity zones under the 2.0 program, an application must be submitted to the Governor by April 10. The City Council should discuss whether is would like city staff to pursue this designation and provide direction so that we can start working to gather letters of support and to assemble application materials. An application to the Governor does not guarantee an Opportunity Zone designation. Opportunity Zones (OZs) are federally designated tracts meant to spur investment in undercapitalized communities. The program encourages long-term (five-, seven- and 10 -year) private investment in housing and businesses in historically underserved, low-income communities, giving investors tax benefits for investing in real estate projects and operating businesses. A revised program is being rolled out, designating new opportunity zones. Communities will apply for OZ designation and will do so again once every ten years.
