I wanted to make sure I recall the points to follow you laid out. To recap, in order to cut back trees on the hillside on the right-of-way to the west of my home for view preservation and improvement I must; Only cut maples Only cut back within right of way area Not remove stumps or disturb the earth Keep in place a maximum amount of groundcover (leaves, humus) Use professional tree service to remove any large trees As I understood our conversation, by following those guidelines, I will not be required to obtain a permit from the city.
