A development agreement is a voluntary contract between a local jurisdiction and a person who owns or
controls property within the jurisdiction, detailing the obligations of both parties and specifying the
standards and conditions that will govern development of the property. Although the agreements are
voluntary, they are binding for the parties and their successors after they have been made.
POMC 20.26 is adopted locally and governs what can and can't be included in development agreements
��i, and the process for approval.
McCormick Village
Subarea Plan
• City Council wanted neighborhood commercial
village per original master plan
• Worked with McCormick Communities on concept
plan and development regulations.
• McCormick didn't anticipate the need for minor
flexibility in a few areas of the overlay district.

Lot Coverage
• R3 Zone allows 80% lot coverage.
• This means 80% of the site can be covered with hard
surfaces.
• McCormick requests that pervious hard surfaces be
excluded from this limit to allow additional parking to
be installed between detached garages.
