I had the Planning Intern call around the state looking for
other similar communities which have constructed a new city hall.
The results of that search are enclosed.
Also enclosed is an article from the Journal of Commerce,
which you may be interested in. It shows the interest from
architectural firms which the City will receive when it is ready
to discuss the project with the designers.

NEW CITY HALLS
The City of Port Orchard is planning to build a new City Hall.
Compiled is a list of City Halls that have either been built within
the last f ive to ten years or are worth looking into because of
corresponding size in population to the City of Port Orchard and
have just recently undergone extensive interior remodeling.

Population: 6,300
Location: Next to Walla Walla, approx. 5 hrs. from Seattle
Architect: Integra (Spokane)
Cost: $1 million
Age of City Hall: 9 months old
Time frame to build: 8-9 months
Began: Late fall 1992 Ended: July 1992
2. Tumwater *Contact: Ray Lane, Admin. Secretary

Population: 10,360
Location: South of Olympia off I-5
Architect: BJSS Architect (Olympia)
Cost: Bond Issue of $4 million
Age of City Hall: 5 years old
Time frame to build: 10 months
Began: August 1987 Ended: May 1988
*Note: The planning stage for the new City Hall lasted a year.
Ad hoc committees met regularly to make decisions on style
and furniture. The building is made of brick and the chosen
style is "historical" to suit the area. Ten months ago the
city completed its unfinished basement and did some
remodeling this spring.

Location: Snohomish County
Designer: Dykeman Interior (contracts with Everett School
District)
Cost: $1.4 million
Age of City Hall: 2 years old
Time frame to model interior: 6 months
*Note: The City of Mill Creek is 9 years old. In 1989 their
population was a little over 5,000, very much like the
current population of Port Orchard (5,270). They had
3 options concerning a new City Hall: 1) to build a
new one 2) to purchase the shell of a building 3)
to keep renting out. They opted for purchasing a
building (16,000 sqft.) plus the land. The building,
intended for storage, was a tilt up concrete frame with
nothing inside. The City's main concern during their
planning stage was to look at different Council
Chambers to find an arrangement that was formal with
little itimidation.

Location: 20 miles east of Tacoma
No architect hired: In house design
City Hall constructed: 1972
Expanded and added 4 office structures: 1990-91
*Note: The City just awarded a contract to the architect
Merritt Pardini (Tacoma) to build a Public Safety
Building. They started late fall 1992 and are expected
to complete it in October of 1993.

Location: I-5 corridor, 28 miles south of Olympia
Remodeled in 1987 by Easters and Kittle (Issaquah)
Cost: $600,000
Time Frame: April 1992 - mid- August
*Note: The City Hall was built in 1926 and no changes had
been made till the remodeling in 1987 where they gutted
everything out and started all over on the inside.
