Home My WebLink About10/14/1998 - City Hall Grand Opening - MinutesCity Hall Grand Opening Committee Meeting Wednesday, October 14, 1.998 5 ;00p.m. Councilman John Clauson opened City Hall Grand Opening Committee Meeting with a brief recap of prior meeting and asked each committee member to introduce themselves for those who were not able to attend the last meeting. Councilman Clauson also reiterated that this was not a closed committee and encouraged recruitment of other members of the community. Committee members present: Mayor Jay Weatherill, Council members John Clauson (Chairman), Tom Stansbery , Carolyn Powers, Don Morrison, and Rick Wyatt; Police Chief Joe Mathews; Administrative Secretary Jill Boltz; Captain Tim Thompson (United States Navy); Linda Neibank (McCormick Woods Land Company); Mary Gentry (S.K. Community Federal Credit Union); Melode Sapp (Port Orchard Chamber of Commerce); Debby Baker (Givens Community Center); Mallory Jackson (Bay Street Custom Framing); Ron Rada (Edward Jones Investments); Gussie Schaeffer (The Sun); Kay Morrison (Dockside Sales and Service); Bob Brott (Art Anderson Associates); Doug Eide and Linda Wyatt. Other members of the committee include, but not present are: Jim Carmichael (Kitsap Bank); Robert Ojima (P.O. Downtown Assoc.); and Kristine Tompkins, City Treasurer. Councilman Clauson distributed the agenda for the meeting as well as a "City Hall Update". Larry Curles, City Engineer designed the update for city staff, to keep them informed of the progress and building development. Councilman Clauson reviewed and clarified a few items discussed at the September 23`a meeting (1) Feasibility of placing a "Time Capsule" at the front door of City Hall was discussed with Larry Curles. At this time there is no reason this could not be done. (2) Sale of bricks (with owners name engraved on them) to be placed in sidewalk or courtyards(s) surrounding City Hall. This is a possibility, however further research is being done as to how this will fit into the construction of the sidewalks or courtyard(s). (3) Will alcohol be allowed on City property for the gala? Ordinance 1724 was noted (Opening, consuming, or possessing liquor in a public place). Patricia Parks, City Clerk called City Attorney's Office for their input. Liability questions were raised but in general there was no reason to discount this idea. Also, suggested was that a motion be made at a regular Council meeting allowing an exception to Ordinance 1724. Jill Boltz contacted Washington State Liquor Control Board, but had not received return phone call prior to meeting. The subject of the brick sale was addressed in greater detail. Further questions to be addressed: Can proceeds from sale of bricks fund this event? What will be the cost(s) associated with laying the bricks? What is the time frame for selling the bricks vs. construction time frame? How much room will there be for bricks to be placed? How many (to sell)? Uniformity? Incentive to purchase bricks? (i.e. closer to door = more expensive, family discount). Many of these questions will need to be addressed with Larry Curles and Art Anderson Associates. Don and Kay Morrison submitted a donation in the form of a check to the Committee. Gussie Schaeffer stated that The Sun would provide advertisement and marketing for the brick sales. After some discussion the tentative dates of September 10 & 11, 1999 were established for the gala and grand opening, respectively. Other miscellaneous ideas discussed were inviting the President of the United States and/or requesting a Congressional Flag. Have a City logo designed for a flag/pennant. Have a replica of the new building built for auction. Each of the sub -committees should meet amongst themselves and report back to the Committee at regularly schedules meetings. A calendar will be maintained by Jill Boltz, each sub -committee should notify Jill as to the date, time and place of the meeting to allow other interested current or new members the opportunity to attend if they so choose. Jill will also provide a listing of names, addresses and phone numbers of each committee member, to be included with the minutes.
