Home My WebLink About11/19/1998 - City Hall Grand Opening - MinutesCity Hall Grand Opening Committee Meeting Thursday, November 19, 1998 5:00p.m. Committee members present: Mayor Jay Weatherill, Council members John Clauson (Chairman), Carolyn Powers, and Don Morrison, City Treasurer Kristine Tompkins, Administrative Secretary Jill Boltz; Captain Tim Thomson (United States Navy); Mary Gentry (S.K. Community Federal Credit Union); Melode Sapp (Port Orchard Chamber of Commerce); Debby Baker (Givens Community Center); Mallory Jackson (Bay Street Custom Framing); Ron Rada (Edward Jones Investments); Kay Morrison (Dockside Sales and Service); Sandy Anderson for Bob Brott (Art Anderson Associates); Robert Ojima (P.O. Downtown Assoc.); Nick Repanich and David Rugh (Givens Senior Center). Other members of the committee include, but not present: Jim Carmichael (Kitsap Bank); Councilmen Rick Wyatt and Tom Stansbery; Linda Wyatt, Gussie Schaeffer (The Sun); Linda Niebank (McCormick Woods Land Company); Doug Eide and Police Chief Joe Mathews. Councilman John Clauson opened the meeting by distributing agendas and informed committee of answers received to questions from the October 14, 1998 meeting. The first question was whether or not the proceeds from the sale of the bricks could be used for the Grand Opening events? Councilman Clauson reported that yes, the committee could use the brick sale proceeds for Grand Opening events. The location and number of spaces available for the bricks? The proposed location of the bricks would be at each main entrance to City Hall (diagram attached) and based on this location approximately 800 spaces would be available. Added cost to project to provide bricks? The cost for the change order and to purchase each of the bricks is $2.45 per brick. Further research is needed to find out if the labor for laying the brick is included in this price. Time frame to sell bricks vs. construction time frame? Based on the schedule of construction to date, the laying of the brick would take place sometime during March 1999. The question arose as to whether or not the brick sales could be a continuous project or would it be strictly for a limited time with the bricks being laid one time only. Other topics included confirmation of the date for the Grand Opening Celebration and the original cost estimates of the fountain. As discussed at the October 14"' meeting the activities and events for the Grand Opening have been scheduled for September 10t" and 11`h, 1999. These dates were discussed again and agreed upon as targeted dates so the appropriate sub -committees can plan and prepare with these dates in mind. Councilman Clauson reported that the bids for the fountain as proposed in the original construction plans were approximately $30,000. The committee will utilize this figure to plan for the funding of the fountain. Councilman Clauson also asked that each sub -committee inform Jill Boltz of the dates and times of their meetings. This will allow other members of the committee or new members to partake in or coordinate other meetings. Sub -committee reports were as follow: Invitations and Guest List Kris Tompkins showed the committee a sample invitation, designed by Sandy Anderson. The invitation's basic idea is to have an old picture of Port Orchard with an inset of the new City Hall. Based on the capacity of the new City Hall the invitations and tickets sold for the evening gala will be limited to approximately 500 people. State, county and local officials will be by invitations as well as other community leaders and business people. A flyer will be designed for the general public event(s). Food An estimated $35.00 per ticket was established for the price of the gala tickets. The evening event on September 10`h is intended to be self -funding with any proceeds carrying forward for the Open House activities on the I I"'. This information was needed for budgetary purposes for planning. City Hall Grand Opening Committee Page 1 of 2 November 19, 1998 Minutes Fundinja Ron Rada gave a brief report on seeking donations from local businesses. This sub -committee will be distributing letters to a local businesses and business owners. Prioritizing funds was discussed as follows: Brick sales and donations would begin funding preparation for the actual Grand Opening of City Hall on September II"'. The evening gala on the 10"' will primarily fund itself with any proceeds carrying forward to the 11". Additional money raised will go toward the purchase and construction of a fountain. There was a question as to how the difference in the cost of purchasing the fountain vs. what the committee is able to raise would be funded. Time Capsule Kay Morrison reported that their sub -committee was working on placing an advertisement in the local newspaper(s) requesting ideas for items to be placed in the time capsule. Placement of the time capsule was discussed. Carolyn Powers suggested it be buried near a monument, sign or flagpole or on the corner of a grass area. The suggestion was also made to have a visual time capsule rather than having it buried. Entertainment Tim Thomson outlined their entertainment ideas for both the Evening Event and the Open House. Their suggestions include using a D.J. as the primary entertainment for September 10"' , a "sampling" of local musicians for the Open House and the Navy Band Seattle to perform for the Ribbon Cutting Ceremony. Additionally, balloon blowers and clowns were suggested forms of entertainment for the children Additionally, Debby Baker introduced David Rugh. Mr. Rugh is a member of the Givens Senior Center and is experienced in woodworking. He has volunteered his time and services to construct a model of the new City Hall. The original thought was that this model would be raffled, however after further discussion, the committee decided it would be a nice for everybody to see this model in City Hall.
