Committee Members present: Council members John Clauson, Chairman; Carolyn Powers, Rick Wyatt
and Don Morrison. Staff present: Jill Boltz, Administrative Secretary and Acting Police Chief David
Loflin. Other committee members present: Debby Baker (Givens Community Center); Melode Sapp,
(Chamber of Commerce); Patty Garcia (The Sun); Linda Wyatt; Nick Repanich; Capt. Tim Thomson
(U.S. Navy); Bob Brott (Art Anderson Associates); Pat Jenkins and Heidi Stout (Port Orchard
Independent); Mallory Jackson (Bay Street Custom Framing); Kay Morrison (Dockside Sales and
Service); Karen Mason (McCormick Woods) and Ron Rada (Edward Jones Investments). Other members
include, but not present: Kristine Tompkins, City Treasurer; Jim Carmichael (Kitsap Bank); Doug Eide;
David Rugh (Givens Senior Center); Mary Gentry (S.K. Community Federal Credit Union) and Robert
Ojima (P.O. Downtown Assoc.).
Councilman Clauson began meeting by distributing the agenda and asking committee members to
introduce themselves, for anyone who was new to the committee and for guests joining us for the
evening.
Jill Boltz gave a summary on the activity of brick and tile sales. To date 27 tiles have been sold and I I
bricks have been sold. It was also mentioned that order forms had been mailed out in the "Citizens
Updates", mailed quarterly by the City and that John Clauson had done a presentation for the Chamber of
Commerce earlier in the day. Kay Morrison suggested with concurrence from Melode Sapp that a letter
be drafted and sent to the various service organizations. Along with the letters, order forms would be sent
for the bricks and tiles, explaining what the committee is doing and asking that they help circulate the
information throughout the community.
Further discussion was made regarding the deadline for purchasing the bricks and tiles. It was determined
that by the first of March the committee would have to place the order with Tacoma Monumental for
engraving. Also, discussed was whether or not we would increase the price to purchase a brick or tile
after they have been laid. After much discussion the committee decided that in order to maintain any
profit from the sales that it would be necessary to increase the price. Discussion was not definitive on
how much the price would increase or how it would be addressed.
Commemorative Items John Clauson introduced Mr. Dave Cusenza from Innovative Design &
Engineering Arts (I.D.E.A.). Mr. Cusenza creates pewter ornaments and key chains for organizations,
displaying that company's logo, name or theme of the event. Examples of his work from various projects
were passed around the table for the committee to view. The examples varied from solid pewter, two -
toned metals and 24k gold and come in a velvet bag. The thought is to utilize I.D.E.A. to manufacture a
piece that would represent the New City Hall. It was further discussed that a numbered ornament could
be given to guests at the gala and a key chain size piece would be available to participants at the Grand
Opening. Basic pewter ornament style pieces are approximately $8.00 per piece and a key chain $5.00
per piece in lots of 500. Mr. Cusenza stated that he would need approximately 3 months to complete a
job this size.
Time Capsule Linda Wyatt gave a report for the Time Capsule. The primary discussion centered on the
idea of having an above ground Time Capsule. Linda asked Capt. Capt. Tim Thomson about the
possibility of utilizing the shell of a,Mark 46 torpedo supplied by the Navy. The thought is it would be
displayed outside City Hall, possibly in front of the Police Department. Ideas for contents were as
follows: Photographs of the Port Orchard Marina, Round -a -bout, fashion, aerials and the Sidney Hotel;
1999 City Budget, South Kitsap High School yearbook, phone book, S.K High School memorabilia, map
of the City limits, voters pamphlet and the name of the first child born in the City for 1999.

Ribbon Cutting Ceremony Capt. Tim Thomson outlined an agenda for the Grand Opening
Celebration/Ribbon Cutting Ceremony. The outline included but was not limited to Introductions,
National Anthem, Guest Speakers, Ribbon Cutting and Open House. Other items were discussed in
greater detail among the committee members such as the Invocation and who would be the appropriate
representative. After some discussion it was decided that the S.K. Ministerial Association would be
contacted. The Time Capsule ceremony and its placement were also discussed. In earlier discussion the
committee talked about having the Time Capsule placed on the Bay Street side of City Hall, however this
would not be conducive for the ceremony taking place on Prospect Street. It was suggested that the Time
Capsule be placed on a mobile stand so that it can be temporarily brought to the ceremony and then
moved afterward.
Other miscellaneous conversation included the closure of Prospect Street, designating Kitsap Street as
one-way from Sidney Avenue to Bay Street and utilizing the Kitsap County Courthouse and Kitsap Bank
parking lots.
Next meeting was set for Thursday, February 181",1999, 5:00p.m.
