Committee members present: Council members John Clauson, Chairman; Carolyn Powers, Rick Wyatt;
and Tom Stansbery. Staff present: Jill Boltz, Administrative Secretary and Acting Police Chief David
Loflin. Other committee members present: Debby Baker (Givens Community Center); Linda Wyatt;
Nick Repanich; Capt. Tim Thomson (U.S. Navy); Heidi Stout (Port Orchard Independent); Mallory
Jackson (Bay Street Custom Framing); Melode Sapp (Chamber of Commerce); Ron Rada (Edward Jones
Investments); Jim Carmichael (Kitsap Bank); Robert Ojima (Soo Hoy Cafe); and Mary Gentry (S.K.
Community Federal Credit Union). Other members include, but not present: Councilman Don Morrison;
Kristine Tompkins, City Treasurer; Linda Niebank and Karen Mason (McCormick Woods); Kay
Morrison (Dockside Sales and Service); David Rugh (Givens Senior Center); and Bob Brott (Art
Anderson Associates).
Samples of the bricks and tiles were presented to the committee for their review. It was noted that these
particular samples were not completely representative of the bricks and tiles to be placed at the new City
Hall. Color has yet to be selected and size may vary depending on the vendor.
Councilman Clauson began discussion with the subject of "commemorative" items. Councilman Clauson
distributed a proposal from Mr. Dave Cusenza (I.D.E.A.) to design and manufacture ornaments and key
chains for the Grand Opening. The proposal reflected prices based on 500 pewter pieces (ornaments) for
the evening event, including a velveteen bag at $7.00 each and 3,000 pewter pieces (key chains) for the
day event(s), with out special packaging for $2.85 each.
After some discussion on the anticipated number of people to attend each event and various price quotes
and ideas from other vendors, a motion was made by Debby Baker to proceed with order for 500
commemorative pieces with the velveteen bag for the evening event. Seconded by Rick Wyatt and
carried.
Councilman Clauson distributed a budget, prepared based on individual budgets submitted by each sub-
committee. Total revenues were based on 100% anticipated from brick and tile & ticket sales as well as
donations. Each category for expenses was reviewed and modifications were made as follows: a
decrease from $12,000 to $10,000 for the cost of the change order and an increase in the "Refreshment"
and "Decoration" categories to be determined after donations were sought out from local retailers. Heidi
Stout suggested that perhaps some of the local grocery stores would be willing to provide a calve, cookies,
punch and/or coffee for the Grand Opening Celebration on Saturday.
Bob Brott and Sandy Anderson (Art Anderson Associates) provided Councilman Clauson with samples
of invitations for the evening gala, as they were not able to attend the meeting. Samples varied in styles,
colors and design. The committee was given the opportunity to vote on the various ideas. The outcome
of the voting determined the style of the invitation would include a full view circa 1920's photo of
downtown Port Orchard on the exterior of the invitation; using the sepia -tone method coloring and no
frame. The interior will boast a full color photo of the completed new City Hall.
The letterhead for correspondence, donation letters and receipts/thank you notes for such were also
discussed. Copies of the sample letterhead were provided by Heidi Stout. She also, explained ideas for
color selection being a cream paper stock with either a rich navy blue or cranberry as the accent colors.
The committee discussed the color options and agreed upon the cream and navy blue color combination.

Councilman Wyatt addressed the committee as to the status of acquiring the Mark 46 torpedo to be used
as the time capsule. Councilman Wyatt informed the committee that a letter was sent to the Commanding
Officer of the Keyport Division of the Naval Undersea Warfare Center requesting donation of the Mark
46. At this time no response has been received.
Councilman Clauson also informed the committee that at the February 8, 1999 City Council meeting, the
Masonic Lodge requested permission from the Council to host a Cornerstone (time capsule) Ceremony
for the new City Hall. Councilwoman Powers made a motion at that council meeting to accept the offer
from the Masonic Lodge contingent upon coordination with the New City Hall Grand Opening
Committee. It was suggested by Jill Boltz and Nick Repanich that the committee could coordinate with
the Masons to create one time capsule. However, it was decided that due to the time and initial
concurrence, that the committee would proceed with acquiring the torpedo. Further discussion would
need to be reserved until an answer was received from the Navy.
The next meeting was set for March 18, 1999 at 5:00pm.
