Committee members present: Council members John Clauson, Chairman; and Don Morrison. Staff present: Jill
Boltz, Administrative Secretary. Other committee members present: Debby Baker (Givens Community Center);
Nick Repanich; Kay Morrison (Dockside Sales and Service); Heidi Stout (Port Orchard Independent); Melode Sapp
(Chamber of Commerce); Ron Rada (Edward Jones Investments); Capt. Tim Thomson (U.S. Navy); Mary Gentry
(S.K. Community Federal Credit Union) and Bob Brott (Art Anderson Associates) Other members include, but not
present: Carolyn Powers, Rick Wyatt; Tom Stansbery; Kristine Tompkins, City Treasurer; Acting Police Chief
David Loflin; Linda Wyatt, Mallory Jackson (Bay Street Custom Framing); Linda Niebank and Karen Mason
(McCormick Woods); David Rugh (Givens Senior Center); Jim Carmichael (Kitsap Bank); Robert Ojima (Soo Hoy
Cafe).
All committee members were invited to attend a tour, directed by John Clauson of the "new" City Hall. Members
present as listed met at the "old" City Hall at 4:00pm. Committee members were shown the entire facility including
the l't floor (Bay Street Entrance) — Police Department, 2nd floor (Prospect Entrance) — Mayor, Clerk, Treasurer,
Engineer and Planner's Offices; 3rd floor Council Chambers, Conference Room and Municipal Court; and the 4th
floor Mezzanine, which does not contain office suites or a public area. Councilman Clauson explained that the
committee was getting an in depth look as to what the new City Hall will contain. The committee was able to view
the Police Department evidence room and armory, which will not be available for viewing once the Police
Department has occupied the building.
The committee gathered back at the "old" City Hall at 5:10pm to resume the regularly scheduled meeting.
Councilman Clauson brought committee up to date on brick and tile sales. As of today's date the committee has
acquired through donations and brick and tile sales $26,079.50. Total bricks and tiles sold are 201 bricks and 263
tiles. Total remaining 567 bricks and 313 tiles.
Councilman Clauson wanted to inform/remind the committee that Gerry Bruckart has donated $5,000 to the
committee, in return the committee will have a plaque made to be placed at the Prospect Street flagpole honoring her
parents. Other donations include those made from Carolyn Powers, Nick Repanich, Ron Rada and Don and Kay
Morrison.
The next item of discussion was the time capsule. At the City of Port Orchard Council meeting held April 12th,
1999, council discussed the committee's idea of utilizing the Mark 46 torpedo for the time capsule. A motion was
made at that meeting to authorize placement of the torpedo/time capsule on the new City Hall campus. The motion
was seconded by Councilman Wyatt. The motion was tied with 3 ayes and 3 nays. Mayor Weatherill broke the tie
vote and voted no, defeating the motion.
A brief discussion took place regarding the size of the guest list and wording for the invitations. In addition to
invitations for the evening gala, Councilman Clauson discussed the idea of sending a postcard size/style invitation to
each City resident personally inviting them to join in the Grand Opening Celebration September 11"'. The
committee concurred with Councilman Clauson's idea.
Councilmen Clauson and Morrison discussed a proposed parking plan for both September loth and 11". Discussion
included, blocking Prospect Street at Kitsap, Fredrick and Bank Streets; utilizing the Kitsap Bank parking lot
adjacent to City Hall and the parking lot next to the Kitsap County's Child Support Building on Prospect Street.
Handicapped parking would be provided and the City Hall parking would be made available for VIP's such as
Congressman Dicks, Governor Locke and the President.
Councilman Clauson had asked the committee to bring ideas to the table for September llt" Grand Opening
Celebration, an example being fireworks. The cost involved to do a fireworks display was discussed and tabled for
later discussion. The idea of using a searchlight at the gala was well received by the committee. Other ideas
included having a City of Port Orchard Police Vehicle, Fire/Ladder Truck and an Aid Vehicle at the Grand Opening
to be viewed by the citizens.
The next meeting was scheduled for May 20th at 5:00pm.
