May 20, 1999

Committee members present: Council members John Clauson, Chairman; Rick Wyatt; Carolyn Powers
and Don Morrison. Staff present: Jill Boltz, Administrative Secretary. Other committee members
present: Debby Baker (Givens Community Center); Nick Repanich; Kay Morrison (Dockside Sales and
Service); Linda Wyatt; Ron Rada (Edward Jones Investments); Capt. Tim Thomson (U.S. Navy); Other
members include, but not present: Tom Stansbery, Kristine Tompkins, City Treasurer; Acting Police
Chief David Loflin; Heidi Stout (Port Orchard Independent); Melode Sapp (Chamber of Commerce);
Mallory Jackson (Bay Street Custom Framing); Mary Gentry (S.K. Community Federal Credit Union);
Bob Brott (Art Anderson Associates); Linda Niebank and Karen Mason (McCormick Woods); David
Rugh (Givens Senior Center); Jim Carmichael (Kitsap Bank); and Robert Ojima (Soo Hoy Cafe).
Chairman Clauson reported on current balance of the Committee's checking account from proceeds of the
brick and tile sales as well as donations received. As of today's meeting the committee has received
33,290.02. The committee has received donations from the following individuals and/or businesses
(since the last meeting): N.L.Olson & Associates, Wilkins Distributing, and Stafford Suites.
Entertainment Sub -committee
Tim Thomson and Debby Baker gave a report on proposed entertainment for the Saturday's Grand
Opening. Entertainment includes Navy Band, VamPirates, Kitsap County Cloggers, Major Motion Dance
Gallery, Clam Island Brass Band and "Ain't Misbehaving". In addition to musical entertainment the
committee is proposing to have "Mr. Friendly" to provide entertainment for the children. (Debby made
special mention that these performers have not all been notified or confirmed). Tim also reported on
releasing of balloons in reference to the environmental issues and utilizing a search light for the Friday
night gala. Based on information he has received laytex balloons are biodegradable however the mylar
balloons are not. The cost of a 5-foot single beam spotlight is $85.00/hour.

Discussion included participating in the Fathoms O' Fun Parade. The idea is to have one of the local car
dealers supply a truck. Banners would be made to hang on the side of the vehicle and hopefully have the
model of City Hall ready (being built by David Rugh) and mounted in the bed of the truck to advertise the
Grand Opening Celebration. Debby will check of progress of model, Tim will request the use of a truck
from local car dealerships and Don will look into the cost of having banners made (including one to hang
across Bay Street).

A second quote for printing of invitation was received by Fine Arts Litho, here in Port Orchard. The bid
as received came in almost half of the bid received by Bremerton Printing. There is some concern that
some aspect of the printing has been missed or left out of the bid by Fine Arts Litho therefore, Jill will
research the difference. The general consensus by the committee is that business should remain local if
possible. The order cannot be placed until a photograph is taken of the new building.
Time Capsule
John reported that the City Council had voted to acquire the torpedo from the Navy, however it would not
be utilized as a time capsule and would probably be placed in one of the City's parks. However, during
construction, two 8 to 10 inch tubes have been placed at the foot of the flagpole and are available for the
committee to utilize for a time capsule if we so choose. John also made another suggestion for the
contents of the time capsule. His idea was to have a competition for the children of Port Orchard to write
letters on "Why I like Port Orchard".

Commemorative Gifts
John presented a request from I.D.E.A. to make and sell commemorative pieces. After much discussion,
the committee decided that the purpose of the commemorative pieces is to provide them free of charge to
the public and those who attend the gala. It was felt that by selling the pieces it would detract from the
purpose for which they were intended. The committee also voted to proceed with contracting with
I.D.E.A. to make 3000 key chains for the Grand Opening.
John informed the committee that the last council meeting to be held in the old City Hall would be May
241h. During a previous meeting the subject of the committee doing something special for the first
council meeting in the new City Hall was suggested. John expanded on this subject suggesting the last
council meeting in the old City Hall and the first council meeting in the new City Hall be video taped and
put into the time capsule. After the meeting cake and coffee would be served, in addition, the committee
would look into having a gavel made (from a piece of the old building) and presented to the Mayor. It
was suggested that Nick Repanich, former Mayor of the City of Port Orchard and committee member
should present the gavel to Mayor Weatherill
Next meeting scheduled for June 17,1999 at 5:00pm in the New City Hall Council Chambers
Conference Room (3rd Floor).
