12/19/2006 - Special - MinutesCOUNCILMEMBERS PRESENT: John Clauson Fred Chang Robert Geiger Rick Wyatt City of Port Orchard City Council Study Session Regarding the Downtown Overlay District December 19, 2006 ALSO PRESENT: Public Works Director Abed, Planning Director Long-Woods, Administrative Secretary Gilreath, and Assistant City Attorney Jacoby. Since the Mayor and Mayor Pro-tem were not present, Councilman-at-Large Geiger was elected Vice Mayor Pro-tem. Vice Mayor Pro-tem Geiger called the Special Meeting of the Downtown Overlay District to order at 7:05 p.m. The Council continued discussions on parking requirements. Assistant City Attorney Jacoby commented that, at the November 16, 2006 DOD meeting, he was asked to provide three (3) documents relating to parking. The three documents were as follows: 1) Port Orchard Parking Regulation Comparison of Current to Proposed 2) Other Jurisdiction Comparisons 3) Proposed Parking Requirements The documents were given to Council Members. Council Member Clauson suggested looking at residential parking requirements rather than tackle the entire issue at this meeting. It appeared to him that the commonality seemed to be 1-1/2 stalls per living unit. Council Member Chang thinks there is value in providing free parking for visitors to Port Orchard. He feels multi-family residential developers should be required to provide off street parking. Council Member Geiger pointed out that because of limited space, it may be difficult to provide on-site parking. He voiced concern with using City funds to build a parking structure. Minutes of DOD Meeting December 19, 2006 Page 2 of 2 Council Member Clauson asked about options to build a parking structure financed by revenue bonds. He believes the more options we provide for development the more it will increase revenue for the City. Further Points That Need Clarification >-Define retail vs. office space >-Restaurant/retail on Bay Street should stay exempt. >-Residential cannot be on ground level >-Development Standards -Should the City have a Design Review Committee? Based on the data provided in the documents and discussion, Council agreed that a minimum of 1.5 parking spaces per living unit should be the requirement.
