Why are you interested in serving on the City Council and what do you hope to accomplish? I am driven to help foster my communities' best potential for us and our children's future. Being a city council member can bring this about by helping to ensure the necessary strategic decision are made. There is the need provide a safe, healthy, diverse and sustainable future that our children and grandchildren deserve. Port Orchard is a jewel in our area. Growing populations are looking for places like Port Orchard to live. Because of this, Port Orchard will face the challenges of dealing with growing population, new economic models in an ever changing economy and even climate issues. I am driven to ensure our city starts planning and preparing today before we will become overwhelmed with an increased population and a need for more efficient land use. Here are some of the things I hope to accomplish: • Providing a safe, healthy, welcoming Port Orchard where people want to live • Promoting economic vitality by strategically position Port Orchard for current and future needs • Make more efficient use of vacant properties/land and planning for the viable needs of future growth and do so in concert with the community's history and culture • Build a city economic business steering system with a Balanced Scorecard approach that includes and informs local and regional businesses in their planning and goal setting needs • Meeting a full spectrum of public service demands with "no excuse" standards 2. Describe the strengths and experience you would bring to the Council. During my 20 years in Air Force I served in several management and leadership capacities ranging from Command and Control, Safety, Security, Lean Six Sigma process improvement facilitation, Program and Project management and all while being accountable for multi -million dollar operational and budgeting responsibilities. As a non-commissioned officer I was (and still am) personally responsible 24/7 for teams of a handful to several dozen multi -cultural individuals, their lives, mental and physical health and welfare as well as that of their families. I know what it means to be leader and one who makes other leaders and teams successful. I represent my team and community both personally and professionally with a no excuses - never quit work ethic. I will bring this same professionalism and desire to do the hard work that our city and our fellow citizens expect and need from its public servants. 3. What do you think are the most pressing issues currently before the Council and why? Page 1 of 2 Economic development is currently most important. With my years' of experience as a Lean Six Sigma (process improvement) facilitator I have learned the urgency to address the root cause of the problem. The economy of our city is part of the life blood (and the root cause) that keeps our city alive and prosperous; and when done right it can be sustainable. Port Orchard is a place that is full of wonderful entrepreneurs and small business owners, but they need help. I have visited with many of them and few of them for instance have written business and marketing plans, tools that help get them past their first three to five years. This is only the tip of the iceberg but it is the foundation upon which our city services survive or thrive. The City Council is in the best position help our economy and businesses. With a better economy we have the ripple effect of jobs, good public services like parks and support systems like better roads and water systems and more. It also gives our city the ability to plan and create the community growth want and need. 4. Describe your community involvement; include your role and dates of service. My military service was a time of consistent community involvement and volunteer work, some of which my resume helps to demonstrate. Returning to Port Orchard in 2013, I have finally been able to concentrate my time on family. The majority of my time otherwise is spent continuing the pursuit of my MBA with a Leadership concertation. With a realized love of learning I have also been pursuing a future career path in education. My free time has been spent continuing my passion as a public servant. With the desire to be the most effective I found that involvement in the city government, local political organizations to be best. I have been serving as a City Planning Commissioner as well as a recent candidate for City Council. During the campaign I became aware of issues surrounding the needs of low income housing and homelessness with additional concentration on veteran's homelessness. These last three month then have been spent concentrating my time educating myself to this issue and attending relevant local meetings. Additionally I have still working on understanding and planning for the surround local business needs. The Port Orchard City Council's commitment to building community is a passion that I share, having been heavily involved in local business, government, and schools in Kitsap County for nearly ten years. I would be honored to fill Council Position #3; my professional skills, talent for building relationships, and knowledge of the issues facing our community equip me for the job. I was a candidate for Port Orchard City Council in 2011 and ran on a platform of "A Voice for Families!" Why are you interested in serving on the City Council and what do you hope to accomplish? Port Orchard is in direct competition with surrounding areas to attract and retain residents and businesses. This is a competition we can win by planning for the future, encouraging business development, and showing that we can provide amenities people seek. My goal is to promote Port Orchard as a destination both for tourists and also as a great place to live and conduct business. The current City leadership has done a great job guiding Port Orchard's growth and I hope to enhance problem solving, teamwork, and communication within the Council. 2. Describe the strengths and experience you would bring to the Council. I have a talent for building relationships and working with diverse groups of people and opinions. I will work to bring people together for a common goal and understand that open lines of communication is key to building trust and nurturing relationships. My current professional role as Communication and Community Relations Specialist for South Kitsap School District has helped me develop skills in stakeholder outreach and engagement. I believe Port Orchard can develop their community outreach and communication of key issues. The City of Port Orchard website and social media should also be expanded. Attendance at City Council meetings has always been a challenge and expanding communication tools would allow stakeholders to access information when and where they are available. 3. What do you think are the most pressing issues currently before the Council and why? There is tremendous hope and potential for Port Orchard to attract visitors, residents, and businesses. The biggest overlaying issue facing Port Orchard is planning for the future. Our City must be ready to accommodate business and residential development. I would like to see more attention paid to the underlying infrastructure, amenities, and planning to support responsible growth. Engaging our stakeholders and developers will help the Council fully understand the needs of stakeholders and what will entice them to choose Port Orchard. Transportation needs within the City and surrounding area are another top issue. Repaving, expansion, and sidewalks on our roads will support are current needs and future growth. Transportation benefit districts could support existing needs and impact fees to could support future transportation upgrades as development occurs. City amenities are another opportunity for Port Orchard. When residents leave town for entertainment, shopping, and recreation, they take their spending dollars with them. If residents find what they need within our community, they will shop locally and support our economy. Providing amenities will support retention of our businesses. 4. Describe your community involvement; include your role and dates of service. South Kitsap School Supporters (2012-Current) As Marketing and Social Media Chair, I designed the website and social media pages for the 2016 South Kitsap School District Bond Campaign. I helped design the voter mailer, banner, and yard signs. I also volunteered on the 2013 South Kitsap School District Levy campaign. Kiwanis Club of Port Orchard (2014-Current) Kiwanis Club of Port Orchard is extremely active in our community and is a strong supporter of South Kitsap School District. I joined the club in 2014 and served on the scholarship committee that awarded $15,000 in scholarships to South Kitsap High School graduates. I am currently serving on the Board of Directors for the club and helped plan the annual fundraising event. Port Orchard Chamber of Commerce Education Committee (2014-Current) As an active member of the Port Orchard Chamber of Commerce Education Committee, I am involved with connecting the Port Orchard business community with South Kitsap School District students, staff, and schools. The committee developed a recognition program for South Kitsap School District staff members and I coordinate the nomination and selection process. City of Port Orchard (2006-Current) When my family moved to Port Orchard in 2006, I became involved in local politics through a parks advocacy group, the Port Orchard Park Savers. The group evaluated parks in Port Orchard and South Kitsap and reported the condition and needs to the City Council. I helped design the play structure at Dwight Street Park and spearheaded the installation of the new play structure at South Kitsap Regional Park. I served on the McCormick Village Park Planning Committee and am anxious to see the completion of the design plan. In 2011, I was a candidate for Port Orchard City Council. The experience was wonderful and I learned a great deal about the needs of our City. Many of the issues that were top of mind in 2011 continue to face the Council. Since that time I have continued to stay involved with local issues and politics. I have served on several Port Orchard and South Kitsap committees and advisory groups with other residents and City and County leaders including the Port Orchard 20 year comprehensive parks plan and the Wayfinding and Signage Committee. Moms Club International (2006-2014) When my family moved to Port Orchard in 2006, I was a stay at home mother. I reached out to the Moms Club of Port Orchard to meet other moms with young children in the area. The club gave me an outlet and fellowship while my children were very young. I served on the Board for several years and also acted as President. I helped organize the annual Daddy Daughter Dance and the club raised funds to support local charitable organizations including South Kitsap Helpline. Nick Whittleton 313 Tracy Ave N CITY OF PORT ORCHAIRC CITY CLERKS OFFICE Port Orchard WA 98366 I am applying for the vacant Port Orchard City Council position, Position 3. 1 have lived in South Kitsap County since 1968 and Bremerton before that. I have lived in the City of Port Orchard for the last 22 years. The following snippet of my working career boils down to an ability to interpret and follow federal, state and local laws, rules, and regulations while achieving goals. I feel very confident that I can bring something positive to the table. I can work with anyone to achieve positive results. In July of 2013, 1 left retirement to become the Senior Consultant to the Puget Sound Naval Shipyard Reactor Compartment Disposal and Vessel Recycle Program. My duties are to research products and methods to improve worker safety and production within the RCD/Recycle program. I worked in the PSNS Recycle Program for 16 of the last 19 years of my career. I held a secret level security clearance the entire time. I started as a journeyman in the Off Hull section of the program where I inspected hull sections as they were removed from the vessels looking for hazardous materials determining further processing requirements, similar to a triage method. I was then promoted to Hazardous Material Supervisor where I oversaw the removal of PCB, asbestos, and lead based products from as many as 6 partial vessels simultaneously. I was then promoted to Hazardous Material Process Manager with second level oversight of all hazardous material removals in the Recycle Program. After a 3 year assignment to a vessel overhaul, I was re -assigned to the Recycle Program as the Environmental, Safety and Health Manager where I monitored all facets of the program for compliance with the Code of Federal Regulations, Washington Administrative Code, and Local EPA regulations. Due to my knowledge and experience with PCB and asbestos products and procedures, I asked to be and was assigned as the Recycle Manager for the USS Triton project. The Triton had never undergone an asbestos abatement and was the first major asbestos removal in the shipyard in a number of years. My final assignment, prior to my 2010 retirement, was to develop a PCB sample plan for the USS Long Beach and the USS Enterprise that would minimize the effects of above control level sample results while maintaining compliance with the current Code of Federal Regulations. I achieved this by the use of sample zones based on watertight and damage control boundaries. Process improvement plays an important role at all levels: The journeyman trying to make their job easier, the supervisor looking to make things better for their workers and the environment, and the manager looking to achieve cost savings. It is all process improvement and something I strived to achieve throughout my career. I was the only person available with the knowledge needed to achieve the desired result of dividing both boats into logical zones and sub -zones to reduce the adverse effects of a high sample result while still operating well within EPA regulations. Project Zone Manager: October 2007 - November 2009 I was assigned as the Recycle Project Zone Manager working for the Project Superintendent on the USS Triton project. I had 5 - 7 supervisors and 75 - 225 workers assigned to me during this project. Prior to the project beginning, I was the Lead Planner for the project, this involved dealing with all the engineering and planning codes in the shipyard. I held planning meetings to get commitments on over 2000 job summaries and work packages required to accomplish all the work on the project. The outcome of this planning phase was to develop all the cost estimates and manning requirements for the 1.5 year project so we could develop a schedule to measure the progress of the project. I was responsible for the successful execution of the recycling of the vessel once the project began. Midway through the project there was a regulatory change that reduced the amount of smoke that could be discharged into the atmosphere. This required me to come up with a method to successfully accomplish this work. I acquired a dust collector and purchased some special filters that would not burn up with all the sparks, then re -purposed a large aluminium framed tent structure to accumulate the smoke and we were back in business. The end result was project completion on time and within budget. This method is still used today. Environmental Safety and Health Manager: October 2004 - October 2007 1 was assigned to the ESH Manager position in Reactor Compartment Disposal / Recycle. In this position I reported directly to the Program Manager and provided oversight on all RCD/Recycle projects and as many as 400 employees. Tax increases should be enacted only after the current expenditures and services are carefully reviewed. • The need for the Council and Mayor to reach consensus and be collaborative. This is vital to any success the city will have in attracting new business opportunities and residents. This is not to say that there can't be disagreement or difference of ideas, but when a decision is made the Mayor and City Council need to work harmoniously to achieve the objectives of the decision. • For the whole city to continue to become economically viable and a destination of choice. How we market our city and the great opportunities that await each business or resident that relocates to Port Orchard requires communication, communication and communication. • Foster a better business climate to attract business both downtown and throughout the city. Why are you interested in serving on the City Council and what do you hope to accomplish? I am interested in helping the city evolve into the community that it has the potential to be. I have lived in Port Orchard since 2005 and plan on being a resident indefinitely. There are numerous challenges facing Port Orchard, and many of those issues compete with each other. My background in government and awareness of local issues would serve to compliment Port Orchard's future. I hope to be part of a team that accomplishes collaborative and meaningful discussion with the Mayor, Council members, city staff, other agencies and the public. With that will come solutions geared to the following accomplishments: 1. Key corridor development — The gateways into and through Port Orchard are inadequate and are only worsening with increased traffic. Deferred development and maintenance serve to only worsen quality of life and increase actual costs. I am excited to help devise approaches, alternatives and solutions for this complex and costly set of issues. 2. Economic development — With good infrastructure will come increased economic development as well as tourism. We must develop successes where we can. The downtown core is one that has enjoyed both success and failure in its recent past. We must promote a development code that is reasonable and which continues to promote one of Port Orchard's key assets —its waterfront. At the same time, other economic centers are developing in the city, and we must be able to compliment and integrate these areas. I am eager to help discuss economic development and hope to bring positive economic growth to all of Port Orchard. 3. The Comprehensive Plan — The Comp Plan is our 20-year horizon planning guide. It provides our vision, collective goals and policies. These policies serve as the basis for our regulations, capital investments, programs, and other actions. Together, our goals and policies help ensure that the work of the city is coordinated and helping the community achieve its potential. With that will come implementation of policies through code development; this is an element that is crucial for Port Orchard's future. The Comp Plan also influences so many other aspects of our life (eg, capital planning, parks and recreation). Comprehensive planning is in my blood, and I hope to be part of the team that celebrates its success, particularly in the downtown core. 4. Capital maintenance and planning —Our community vitality, attractiveness and fiscal health is in part determined by how we prioritize support of our infrastructure. This is a key and not new issue that requires dedicated and continued support. I feel I can bring good discussion on these issues to the table. Page 1 of 3 5. Agency partners with Port Orchard — The city has so many partners ranging from Kitsap County, to the Port of Bremerton, to utility districts to the library. With its multi -jurisdictional involvement in the KRCC and PSRC, it is important that we continue to assert ourselves at each of these venues. Impacts with some agencies range from little impact to city revenue but larger impact to the citizenry, while with others it includes impacts to revenue in the millions of dollars. I am willing and excited to help defend our collective and sanctioned interests with all of our partners. 2. Describe the strengths and experience you would bring to the Council. I have over 20 years' tenure working for both city and county government, and there are many parallels in service. My experience has included many of the types of issues and actions that have been and are before the City Council. I have several strengths and much experience that would complement our city. Included in my skill sets are: 1. Experience with government on a direct level since 1992. 2. Awareness of local issues and challenges. 3. Awareness of local and regional government structure and related interaction with Kitsap County and other partner agencies. 4. Critical understanding of due process, desired citizen participation and parliamentary procedure. 5. Direct experience with budgetary processes for local government. 6. Awareness of grant issues and associated critical challenges. 7. Substantial knowledge of Growth Management Act requirements and challenges. 8. Support and understanding of the importance of good and responsible development, as well as development codes that serve all well. 9. Knowledge of fiduciary responsibilities that government must have. 10. Expertise and experience with long range planning, land use and environmental permitting, subdivision platting, and site development / grading permitting. 11. Management of staff that have resulted in substantial and quantifiable improvements through a 'lean' culture approach. I have a certified Yellow Belt in Lean Management through the Kitsap County 'Performance Excellence Across Kitsap' training program. 12. Understanding about customers' experience with government and how to make interaction positive. 13. Passion about Port Orchard's future. 3. What do you think are the most pressing issues currently before the Council and why? The first issue may be to communicate to the public that 2016 is the beginning of a new chapter in Port Orchard's future; the Mayor and the Council will largely help to write it. With that must come the professional discourse amongst the Mayor, Council, and City employees that we all expect and deserve. The reason for this approach is somewhat self-explanatory, and recognizes that the past is a chapter that is now closed. Page 2 of 3 There are several key issues that must be addressed for Port Orchard's livelihood. These issues are also addressed in the answer to Question 1, but are reiterated here: 1. Development of Tremont and Bethel corridors — Actions on these key arterials must be considered the highest, or at least one of the most pressing, issues facing us today (though the Sedgwick Sydney -to -Bethel route is increasingly congested as well). I understand the solutions are in the millions of dollars and that action is time - sensitive, but no other reasonable alternative exists in this worsening situation. 2. Economic development — This issue is interrelated to many others and cannot be understood without a broader contextual discussion. In any case, both ease of access, code development (in response to a reasoned and well -thought Comp Plan), marketing and public perception all influence the decision to locate, visit, recreate and spend money in Port Orchard. We need to continually understand and evaluate the obstacles, alternatives and solutions in front of us. 3. The 2016 Comprehensive Plan — The Comp Plan guides our next steps to realizing where we want to be. Key elements of the Comp Plan will impact the city in so many ways that its importance as a legislative document cannot be overlooked. 4. Capital maintenance and planning — Our infrastructure is important to businesses, tourism, city revenue, and quality of life. It is simply, in any governance, a part of doing business. Dedication to its care and maintenance cannot be avoided. 4. Describe your community involvement; include your role and dates of service. My experience includes activities throughout Kitsap County. My recent local focus has been geared to showing my children the value of giving back through community service, seeing the positive results of volunteerism and participation in the world around us, and empathizing within the community we live in. 1. Kitsap Humane Society, helper to son's school project, 2014 — 2015 school year. 2. MoonDogs, Too, serving free Thanksgiving meals with my children, 2013 — 2015. 3. Discovery Montessori, coordinating and fundraising for school's statewide trip, 2013-2014 school year. 4.
