Abel, Mayor City of Port Orchard Council Meeting Minutes Regular Meeting of December 19, 2007 (Continued from December 10, 2007) Council Members: Chang, Clauson, Geiger, Powers, and Putaansuu ABSENT: Council Members: Diienno and Wyatt ALSO PRESENT: City Treasurer Tompkins, Police Chief Townsend, Public Works Director Abed, Planning Director Long-Woods, Court Administrator Hunt, City Clerk Merlino, Deputy Clerk Kirkpatrick, City Attorney Jacoby, and Assistant City Attorney Jennifer Forbes. 7:00 P.M. CALL TO ORDER Carol Nelson led the audience and Council in the Pledge of Allegiance. APPROVAL OF AGENDA No changes were proposed to the agenda. AUDIENCE COMMENTS There were no audience comments. CONSENT AGENDA Council Member Chang moved and Council Member Putaansuu seconded the motion approving the Consent Agenda. A. Approval of Claim Warrants #48921-48974 in the amount of $95,212.69 B. Adoption of Ordinance No. 041-07, Amending the 2007 Budget C. Adoption of Ordinance No. 044-07, Comprehensive Plan Amendment for Roger Lindell (CA-33-07) D. Adoption of Resolution No. 039-07, Declaring Certain Personal Property as Surplus and Authorizing the Disposition Thereof Adoption of Resolution No. 040-07, correcting a Scrivener's Error Relating to the Effective Date for the Position of Administrative Assistant Planning Authorization for the Mayor to Sign Interlocal Agreement with WSDOT for Overlay of Frederick and Sidney off of Bay Street Council Member Chang advised he is an employee of the Washington State Department of Transportation and does not have any interest of involvement with Consent Item "J" and it would not be a conflict of interest for him to vote on this item. Upon vote, the motion passed unanimously. BUSINESS ITEMS: Minutes of December 3. 2007. Budget Public Hearing Council Member Geiger moved and Council Member Powers seconded the motion to approve the December 3, 2007, Budget Public Hearing Meeting Minutes as presented. Upon vote the motion passed unanimously. PRESENTATION TO COUNCIL MEMBER RICK WYATT Council Member Powers read Resolution No. 042-07 into the record. Council Member Powers moved and Council Member Clauson seconded the motion to adopt Resolution No. 042-07, honoring Council Member Rick Wyatt for his many years of dedicated service to the City of Port Orchard. Upon vote the motion passed unanimously. Mayor Abel advised that Council Member Wyatt could not be in attendance at this meeting, and she would make sure the resolution and plaque were given to Council Member Wyatt. PRESENTATION TO COUNCIL MEMBER ROBERT GEIGER The following items were read into the record and presented to Council Member Geiger: Proclamation: • Proclamation Declaring April 2, 2008, Robert G. Geiger Day. Kitsap County Commissioner Jan Angel read the proclamation into the record and stated it was a pleasure working with Council Member Geiger and thanked him for all of his hard work and dedication to the community. Letters of Appreciation were read into the record as follows: • State Auditor Brian Sonntag was read by City Clerk Merlino. • State Treasurer Michael Murphy was read by City Treasurer Tompkins. Minutes of January 22, 2007 Page 3 of 4 • Representative Larry Seaquist was read by former City Clerk Patricia Parks. • Representative Patricia Lantz was read by Council Member Putaansuu. • Representative Derek Kilmer read his letter and thanked Mr. Geiger for his many years of service to the City of Port Orchard and Kitsap County. • Governor Christine Gregoire was read by Council Member Chang. • Senator Maria Cantwell was read by Council Member Powers. • Senator Patty Murray was read by Council Member Clauson. • Congressman Norm Dicks was read by Clark Mather, District Manager for Congressman Norm Dicks. • President George W. Bush was read by Mayor Abel. Resolutions: • Resolution No. 043-07, Renaming Bank Street to Robert Geiger Street was read by former Council Member Don Morrison. Council Member Chang moved and Council Member Powers seconded the motion adopting Resolution No. 043-07, Renaming Bank Street to Robert Geiger Street. Upon vote, the motion passed unanimously. • Resolution No. 041-07, Establishing Regulations and Fees Related to Parking, Stopping or Standing in certain areas of the City and Repealing Resolution No. 014-05 and further designating the City Street Known as Bank Street to Robert Geiger Street was read by former Council Member Don Morrison. Council Member Putaansuu moved and Council Member Clauson seconded the motion adopting Resolution No. 041-07, Establishing Regulations and Fees Related to Parking, Stopping or Standing in Certain Areas of the City and Repealing Resolution No. 014-05, and further Designating the City Street Known as Bank Street to Robert Geiger Street. Upon vote, the motion passed unanimously. Former Council Member Don Morrison and former City Engineer Larry Curies presented the street sign to Council Member Geiger. Mr. Curies stated it was a unique honor to work with Council Member Geiger and he still carries those lessons given to him this day. • Resolution No. 033-07, dedicating the City Hall Council Chambers to honor Robert G. Geiger was read by Council Member Clauson. Council Member Clauson moved and Council Member Powers seconded the motion to adopt Resolution No. 033-07, dedicating the City Hall Council Chambers to Robert G. Geiger. Upon vote, the motion passed unanimously. The Council as a whole presented the sign and plaque to Council Member Geiger. City Hall Tile Certificate: Minutes of January 22, 2007 Page 4 of 4 • Mayor Abel presented Council Member Geiger with a Certificate for a commemorative tile to be placed in front of City Hall. Leadership Print: • Council Member Clauson presented Council Member Geiger with a framed print with a quote on leadership that read: "Leaders are like Eagles-They don't Flock-You find them one at a time." Watch and Flowers: • Council Member Powers read the inscription on the watch and presented it to Council Member Geiger. The inscription read: "City of Port Orchard, Robert G. Geiger, 4/62 to 12/07." Council Member Powers noted that Council Member Geiger had worked with five different Mayors and had seen countless changes to the council and staff. She stated he was the anchor person for the downtown Port Orchard area and thanked him for being a good friend, Council Member and wonderful citizen. • City Treasurer Tompkins and City Clerk Merlino presented Ursula Geiger with a bouquet of flowers and voiced their appreciation for allowing Mr. Geiger to serve his community. Council Member Geiger reminisced about his years on the Council and reflected on the general good relationships among the various councils over the years. He saluted the new Council Members and urged them to keep the town a great place to live in and stated it was a pleasure to be a part of this community.
