MEETING MINUTES
October loth, 2018
The Sewer Advisory Committee (SAC) met at the South Kitsap Water Reclamation Facility Meeting
Room, and the meeting was called to order at 6:33 PM by Committee Chair Cindy Lucarelli.
Those attending the meeting were City Council members Chang, Rosepepe and Lucarelli; West Sound
Utility District Commissioners Hart, Way and Lundberg; City Utility Manager Hunter, Plant Manager
Grabill and General Manager Screws.
APPROVAL OF MINUTES
Commissioner Lundberg moved to approve the SAC minutes for the August 15, 2018 meeting. The
motion seconded by Councilmember Rosepepe and passed unanimously.
SKWRF BUDGET APPROVAL
General Manager Screws presented the proposed SKWRF budget. A potential special meeting was
discussed for approval once city council members were able to be review.
CAPITAL PROJECTS UPDATE
CIP Storage Building ($174,500 budgeted)
• Roof Trusses were delivered in September and are being put up by SKWRF staff when time
allows. Sheeting will also be put up by SKWRF staff.
■ Contacted 5 roofing contractors, 4 of them agreed to bid on the roof install. Currently awaiting
bids.
• Anticipate project completion prior to the end of the year.
CIP Centrifuge Replacement ($750,000)
• Screw press installation is complete.
• Installation of the trailer load -scale system began October 1st. Concrete walls were poured
Tuesday, October 9th, the slab pour is set for Thursday, 11th of October. Finish concrete is a week
out, scheduled for the week of October 15tn
■ SKWRF staff prepared treatment processes for this scale project by emptying and cleaning one
digester and bringing all other solids tanks down gradually, to minimum levels, to prepare for a 6
week project with no bio solids removal. Extra bio solids were removed and hauled off site prior
to project start to accommodate.
Bio solids trailer was removed off site to accommodate space needed for project.
CIP MBR Replacement ($1,400,000)
The MBR system modifications and membrane replacement is on schedule for
completion by the end of November. Modifications include updated programing,
updated membrane modules, which can be replaced/ repaired independently and
reduced weight on the frames.

• SKWRF staff have one MBR train ready for install and are almost complete on the final
tank clean and maintenance.
• Suez programmer is set to be on site Monday, November 5th to inventory equipment
and get a head start on programming before the cassette install crew shows up. The
idea is to have programming almost complete so that when the new cassettes are
installed, they are ready to operate.
■ Cassette install crew set to begin Tuesday, November 13th and estimate 5 days per 10
cassettes.
MARINA LIFT STATION UPDATE
There was no update at this time
