Work Study Session Minutes
October 21, 2008
PRESENT: Lary Coppola, Mayor
Councilmembers: Mayor Pro-Tern Clauson, Chang, Childs, Colebank, Olin,
Powers, and Putaansuu
ALSO PRESENT: City Treasurer Tompkins, Development Director Weaver, Public Works
Director Dorsey, City Attorney Jacoby, Police Chief Townsend, City Clerk Kirkpatrick, and
Deputy Clerk Rinearson.
Establishment of Stormwater Rates
Public Works Director Dorsey provided an update on the storm drainage utility, noting that the
Utility Committee has reviewed the proposed budget and it was staffs recommendation that the
City collect the storm drainage utility rates, which will allow the City to receive revenue
throughout the year. The following items were discussed by Council:
• Send out notices in City utility bills of the proposed rates;
• Road/Right-of-Way Exemption vs State Right-of-Way;
• Distinction needed between Single-Family and commercial;
• Public Schools waiver requested;
• Commercial rates at either $130/Acre Impervious or $7.50/3,000 SF Impervious;
• Discussion on staffing levels and capital projects being completed in the first year;
• Press releases during capital projects announcing storm water dollars at work and signs
posted at the work site stating same;
• Discounts for senior citizens and low income residents;
• Low impact development incentives to encourage compliance;
• Charging a delinquent fee per month, similar to existing fee imposed on water/sewer
delinquent bills;
• Fees for storm water inspection, plan review, building permits, etc.
The Council directed staff to preplli'e the ordinance establishing the storm water utility rates.
Update: School Impact Fees
Development Director Weaver reported the South Kitsap School District (SKSD) they were still
working on their Capital Facilities Plan and would be in a better position to determine impact
fees in March or April of 2009.
December Meeting Dates
The Council directed staff to hold the December 23, 2008, meeting and to keep the agenda light.

Amending Title 5.60 Fireworks
City Clerk Kirkpatrick explained that several things were missed during the last Fireworks Code
update and the Council directed staff to bring the proposed changes at the October 28, 2008,
meeting.
Residential and RV Parking Exemption
City Clerk Kirkpatrick advised when Port Orchard Municipal Code 10.18 was created regarding
the parking of boats, boat trailers, and recreational vehicles in the public right-of-way, there was
no provision for an expiration date, noting that residential parking permits expire after five years,
and in order to maintain up-to-date records it would be more efficient to limit the exemption
permits to three years. The Council directed this item be placed on the October 28, 2008,
Consent Agenda.
Janitor Contract
City Clerk Kirkpatrick provided a breakdown of cleaning supplies being purchased by City staff
that according to the contract ABM Janitorial should be providing. The Council directed a letter
be sent to ABM Janitorial asking for a credit to be applied to the account, for them to start paying
for supplies per the contract, and if a portion of the credit could be applied towards carpet
cleaning at the library.
Council Committees
Held a brief discussion on how the committees are working and agreed to revisit the matter after
the first of the year.
Council Districts
Councilmember Olin announced the original boundary lines are what he recommends moving
forward with, noting the City Attorney determined it was unconstitutional to grandfather
Councilmembers within the districts. The Council directed stati to place this item on the
November 12, 2008, meeting agenda. Councilmember Olin will provide an accurate boundary
description and map for Council's review at that meeting.
Update: McCormick Woods
Mayor Coppola reported his apology letter to the McCormick Woods' residents had been sent
out.
Councilmember Olin met with the McCormick Woods Annexation Committee and once the
Committee has established about 50% of the required percentage, they will notify the City.
Coucilmember Clauson mmounced McCormick Land Company is donating $500 to the Festival
of Chimes and Lights.
Update: Ferry Impact Phase 1
Mayor Coppola reported the Kitsap Regional Coordinating Council is making ferry funding their
number one priority; and reported that due to decline in economy, he did not feel it would be
appropriate to invest in a City lobbyist.

City Fees
Mayor Coppola provided a copy of Bremerton's fee schedule and explained staff would be
providing suggestions for updating the City's current fee schedule.
At 9:23 p.m. Mayor Coppola reconvened the meeting after a five-minute recess.
Executive Session to Discuss Potential Personnel Matters in Accordance with RCW

At 9:23 p.m. Mayor Coppola recessed the meeting for a 15-minute executive session regarding
discussion on potential personnel matters in accordance with RCW 42.30.11 O(l)(f).
