10/19/2016 - MinutesSEWER ADVISORY COMMITTEE MEETING MINUTES October 19, 2016 The Sewer Advisory Committee (SAC) met at WSUD Board Room, 2924 SE Lund Avenue, and the meeting was called to order at 6:38 PM by Commissioner Jerry Lundberg. Those attending the meeting were Councilmembers Chang, Lucarelli, and Diener; West Sound Utility District Commissioners Hart, Way and Lundberg; Public Works Director/City Engineer Dorsey, Plant Manager Screws, General Manager Wilson and Public Works Foreman/Water System Manager Hunter. APPROVAL OF MINUTES Councilmember Chang moved to approve the SAC minutes for the July 20, 2016 meeting. The motion, seconded by Commissioner Hart, passed unanimously. CAPITAL PROJECTS UPDATE HVAC System: • Bids were received that exceeded approved funding. A revised forwarded to contractors to rebid the project. Heat load calculations for existing structure were taken from the 1984 engineering design documents. Heat load values were questionable by the contractors based on site visits. The modified RFP will allow for the contractors to assess the heat load for the Administration Building which should provide for a project cost more in line with allocated funding. Storage Building: SKWRF staff has completed site prep, helical pile installation and are preparing to purr footings for the structure. Once the foundation concrete work and exterior drainage system is completed, SKWRF will send out and RFP for remainder of work to be done. Biosolids Study: A presentation was given to summarize facts and findings from HDR Engineering who completed the studies. Based on information from the studies, recommendations for replacing existing dewatering equipment and MBR cassettes for inclusions into the 2017/ 2018 biennial budget as capital projects were discussed and presented. It was also reported that the necessary 2004 Marina Pump Station Improvements (VFD Pumps & Controls) that were to be designed and installed in conjunction with the 2004 JWWTF Improvements were not made. The City will investigate this matter further. 2017-2018 BIENNIAL BUDGET SCHEDULE General Manager Wilson provided SAC with a brief overview of the `Proposed 2017-2019 Biennial Budget' for the SKWRF with the following highlights: The Proposed 2017-2018 Biennial Budget is developed as a 2-year program, `policy document' that parallels the 2015-2016 Biennial Budget. WSUD has prepared a 20-year CIP to assist both the City and the District in developing a comprehensive long-term capital funding program. Sewer Advisory Committee Minutes October 19, 2016 Page 1 of 2 • The proposed Budget is comprised of three separate funds that include SKWRF Operating, SKWRF CIP and SKWRF ER&R. • The 20-year CIP for the SKWRF plant modification/expansion is estimated at $16.3M. • The $6.3M combined outstanding PWTF loan balance will be retired in 2022 and 2024. • There are 11K available connections at SKWRF. • The Reclaimed Water Program was terminated in Summer 2016. General Manager Wilson will present the proposed budget to the City Council at either the November 8 h or 22"d Regular Council Meeting or the November 15`" Work Study Session. The WSUD Board will review the proposed budget at their 2" meeting in November. MEETINGS The next meeting is 6:30 PM, November 16, 2016 at the West Sound Utility District Commissioner's Chambers. SAC meetings are typically the 3`a Wednesday of each month. Motion to adjourn made by Commissioner Hart and seconded by Councilmember Chang. Motion passed unanimously.
