MEETING MINUTES
June 17, 2015
The Sewer Advisory Committee (SAC) met at the South Kitsap Water Reclamation Facility, 1165 Beach
Drive and the meeting was called to order at 6:35 PM by Councilmember Putaansuu.
Those attending the meeting were Councilmember(s) Clauson and Putaansuu; West Sound Utility District
Commissioner(s) Hart, Way, and Lundberg; Public Works Director/City Engineer Dorsey, Plant Manager
Screws, and General Manager Wilson. Councilmember Lucarelli was unable to attend.
APPROVAL OF MINUTES
Councilmember Putaansuu moved to approve the SAC minutes for the April 22, 2015 meeting. The
motion, seconded by Commissioner Hart, passed unanimously. Councilmember Lucarelli was absent for
the vote.
TOUR OF SKWRF
Plant Manager Screws provided a tour for SAC members of the new Digester Blower/Electrical Control
modifications, the new Digester Dome construction progress (see below), recent activities on the existing
MBR and the recently completed block wall.
CAPITAL PROJECTS UPDATE
Digester Domes (Lids):
• Equipment arrived last week
• Staff are working on installing the received equipment
• Westech Engineering staff are onsite preparing for installation of the dome
• Coordination and planning to have second dome installed within 90 days of assembly of the first
dome. Moving second installation up to August -September vs. September -October time frame -
HDR Clarifier (Hydraulic) Modeling:
• HDR Engineering had staff onsite for baseline stress testing
• HDR Engineering acquired five years of operational data. This data (along with baseline stress
test data) is to be used for hydraulic modeling
• CFD modeling is an effective approach to simulate those pieces collected in field tests and
operational data connect them together. The goal of the modeling is to provide us:
o A complete and objective picture describing both performance and application conditions
for the evaluated alternatives
o Current structure modification, additional clarifier construction and MBR retrofit
o To conduct a near -term rating assessment of the feasibility of operating only the activated
sludge facilities for the next 10 years
• Anticipate Final Report by July/ August of this year
Storage Building Update:
• Work has begun acquiring a design for the building. The District executed a PSA for the design
work with West Sound Engineering
• A soil log study is currently under review to determine proper foundation structure for the
proposed building
• Anticipate a draft design to be provided within a few weeks
• Intent is to have a structure built that mirrors current structures

DNR (Outfall) Lease Finalization:
• Aquatics lands lease for State lands has been completed
• Lease term is for thirty (30) years
• Lease has been properly recorded and a copy has been provided to the City
RECLAIMED WATER UPDATE — WASHINGTON VETERAN'S HOME RETSIL
Reclaimed water is currently available to the Retsil Veterans Home
Anticipate daily distribution of 12,000 — 18,000 GPD

The next meeting is 6:30 PM, August 19, 2015 at SKWRF.

SAC meetings are typically the 3`d Wednesday of every other month.
Motion to adjourn made by Commissioner Hart and seconded by Councilmember Putaansuu. Motion
passed unanimously. The meeting adjourned at 7:12 PM.
