10/21/2015 - MinutesSEWER ADVISORY COMMITTEE MEETING MINUTES October 21, 2015 The Sewer Advisory Committee (SAC) met at City of Port Orchard City Hall, 216 Prospect Street and the meeting was called to order at 6:57 PM by Commissioner Lundberg. Those attending the meeting were Councilmembers Chang, Cartwright, and Lucarelli; West Sound Utility District Commissioners Hart, Way, and Lundberg; Assistant City Engineer Archer -Parsons, Plant Manager Screws, and General Manager Wilson. Councilmembers Clauson and Putaansuu were unable to attend. APPROVAL OF MINUTES Approval of the SAC minutes for the June 17, 2015 meeting were postponed until the January 20, 2015 meeting due to a lack of quorum. CAPITAL PROJECTS UPDATE Plant Manager Screws reported on digester lids, clarifier modeling, biosolids study, the storage building, and community education. Dome installation completed for the digester lids, all pickup work by SKWRF has been completed and SKWRF will monitor and assess biogas production to determine if opportunities exist for future gas utilization The draft report on the clarifier modeling is due by the end of the week. The goal of the monitoring is to provide a complete and objective picture describing both performance and application conditions for the evaluated alternatives, current structure modification, additional clarifier construction, MBR retrofit and to conduct a near -term rating assessment of the feasibility of operating only the activated sludge facilities for the next 10 years. The draft proposal of the biosolids report has been received from HDR and addresses planning, flows and loads, storage needs, cost analysis, energy impacts, monitoring, required infrastructure and SCADA improvements, staffing, regulatory requirements, development of potential End Users, Biosolids management, assessment of cost to benefit Class A vs. Class B biosolids options. The storage building work has begun acquiring a design for the building and the District executed a PSA for the design work with West Sound Engineering. A soil log study was completed which identified poor soil conditions so the building will require a pile system to tie the foundation to, soil conditions will incur unanticipated construction costs yet to be determined, a firm draft design is anticipated by the end of the year/ first part of 2016. Intent is to have a structure built that mirrors current structures. Community Education is an ongoing program to provide information and tours of how the plant operates and its role to protect the environment and prevent pollution. East Port Orchard Elementary 5th grade class will be participating again this year. Schedule is as follows October 30th is a Classroom visit and November 13th the Site visit of SKWRF and WSUD. ERU COUNT —2016 SKWRF BUDGET General Manager Wilson reported the proposed percentages will be 49% City and 5 1 % District for 2016. The City has increased total ERU's to 5,509 and the District has decreased to 5,705. The District has had a reduction in processing of Plats for connections and noted concerns about the proposed shrinking of the Urban Growth Area in the East Port Orchard area that is proposed by Kitsap County. Commissioner Hart made a motion to approve the ERU Count as it was presented, Councilwoman Lucarelli seconded the motion. The motion passed unanimously. Sewer Advisory Committee Minutes October 21, 2015 Page 1 of 2 SKWRF BUDGET STATUS REPORT General Manager Wilson reported that last year the City and District adopted a biennial (2015/2016) budget for the South Kitsap Water Reclamation Facility (SKWRF). There is extra revenue in the Operating Budget anticipated at the end of this year due to cost savings. There also appears to be extra in the Capital Fund since the storage building and two coating projects have been postponed to 2016. The ERR fund is looking to complete the year as projected. Overall, it appears SKWRF will be in good shape this year and next. MISCELLANEOUS ITEMS General Manager Wilson reported they are working to identify a survey of the property at SKWR, but have found a couple of confusion points they are working thru which might require additional effort from the City to correct. Also, had brief discussion on status of adding the District to the Public Works Trust Fund (PWTF) Loans. MEETINGS The next meeting is 6:30 PM, January 20, 2015 at Port Orchard City Hall. Future meetings (as they are needed) are at 6:30 PM: WSUD: March 16`h WSUD: May 18`h SAC meetings are typically the 3`d Wednesday of each month.
