Special Meeting of December 1, 2008

PRESENT: Lary Coppola, Mayor

ABSENT: Mayor Pro-Tern Clauson
ALSO PRESENT: Police Chief Townsend, Court Administrator Hunt, City Treasurer
Tompkins, Public Works Director Dorsey, Development Director Weaver, and City Clerk
Kirkpatrick.

Chris Mutchler led the audience and Council in the Pledge of Allegiance.
PUBLIC HEARING
2009 Preliminary Budget
At 7:02p.m. Mayor Coppola opened the Public Hearing.
The following citizens spoke in favor of a full-time Mayor:

Those speaking in favor stated the following reasons for their support:
• Mayor is doing an outstanding job of bringing developers back into the City.
• Concern that use of Hotel/Motel Tax dollars is appropriate.
• Many remarkable things have been happening in the City with the proposed annexations
of McCormick Woods and Bethel Corridor.
• Time to invest in a Mayor who is willing to lead and build the City's resources in a bold
and progressive manner.
• Mayor will fight for State and Federal Funding and should be compensated accordingly.
• Full-time Mayor will guide the City in the right direction.
• Pleased with the progress made over the past year and this is a win/win situation for all
concerned.
• Proud to be a member of this community.
• Only City in Kitsap County that does not have a full-time Mayor.
• Previous Council and Mayor operated the City conservatively, which is appreciated, but
now is the time to be progressive as the County is forcing the City to grow under the
Growth Management Act.
• Support full-time Mayor, but not using Hotel/Motel tax dollars to fund salary increase.
• Need a strong leader who is results orientated.
• Important to have a full-time Mayor to ensure the City receives its portion of funding
dollars and operates as big City.
• Time is right to move from small town to big City.
• Support Mayor in his vision to move the City forward.
• Time for the residents to show their pride in the City.
• Mayor will advocate aggressively for funding at the state and federal levels and is
dedicated to doing a good job for the City.
• This is an exciting time to live and work in Port Orchard.
• Real issue is leadership and this was a good time despite economic hard times.
• Time of dynamic change to lead the next generation into becoming a socially responsible
City.
• Mayor and Council need to act decisively and with conviction to see the changes through.
• Mayor should have measurable performance standards to ensure appropriate use of
Hotel/Motel tax funds for portion of salary.

Debbie Austin, 614 Division Street, read Commissioner Jan Angel's letter into the record voicing
her support of a full-time Mayor and invited the Mayor and Council to attend the
Commissioner's farewell celebration on December 17, 2008, at 3:00 p.m. in the County
Commissioners' Chambers.
The following citizens spoke in opposition of a full-time Mayor:
Charles Naddeo, 205 Tracy Avenue N, inquired as to whether or not the Mayor's status to full-
time needed to go before a vote of the people. Mayor Coppola advised that this is a decision that
the Council makes.
George Warrington, 1932 SW Spruce Rd, voiced his opposition to the raise, noting that the
Mayor knew what the hours and salary would be when he ran for office and he should accept that
pay or pursue different goals to achieve without further taxation to the citizens.
Mary Felts, I 050 Hull A venue, voiced her opposition to raising the Mayor's salary three times its
current rate, noting that with the declining economy there may not be any money available from
the State or Federal governments.
Mary Colborn, 6815 SW Old Clifton Rd, voiced agreement that this was a full-time position, but
questioned whether or not using Hotel/Motel tax dollars was appropriate. She encouraged the
Council to keep the position as part -time until such time as enough revenue was generated with
the annexation of the Bethel Corridor and then increasing the Mayor's salary to an appropriate
level.
The following agreed a full-time Mayor was needed, but objected to using Hotel/Motel tax
dollars to fund the salary increase:
• Chris Stansberry, 316 Cline A venue
• Bill Slach, 6008 KP Place SE
• Heather Cole, 703 Kitsap Street
There being no further public testimony, Mayor Coppola closed Public Hearing at 8:15p.m.
ADJOURNMENT
At 8:15p.m. May r Coppola adjourned the meeting.
