Work Study Session Minutes
November 18, 2008
Councilmembers: Mayor Pro-Tem Clauson, Chang, Childs, Colebank, Olin, and
Putaansuu
Absent: Councilmember Powers
ALSO PRESENT: City Treasurer Tompkins, Development Director Weaver, Public Works Director
Dorsey, City Attorney Jacoby, Police Chief Townsend, City Clerk Kirkpatrick, and Deputy Clerk
Rinearson.
Update: McCormick Woods
Councilmember Childs reported that the McCormick Woods Annexation Committee has received
approximately 64% of the needed petitions in order to proceed with annexation.
Update: Comprehensive Plan
Development Director Weaver provided a brief report on the result of the Planning Commission meeting
held on November 17, 2008, noting that public testimony and comments, and recommendations were
received and put into a matrix for ease of reading. He encouraged the Council to read and provide his staff
with any changes they may have. Discussion centered on:
• Affects of rezoning from R8 to R20
• Poplar Heights Birth Center changing the land development code
• Title 16 Land Use Code updates
• Sedgwick Landing property owners were requesting a zoning change to Residentia/20 R-20
Discussion: R20 Zoning Use
Development Director Weaver provided a brief report on the uses allowed in R20 zones, noting that staff
intent is to have the camp plan completed by end of the year and could begin working on changes in
2009. Council discussed whether or not to change from a Permitted Use to Conditional Use; and directed
staff to bring the Poplar Heights Birthing Center decision to the November 25th consent agenda.
Discussion: Mayor's Purchasing Authority Limits
Councilmember Putaansuu addressed his concern of tying up Council's time with purchases that have
been budgeted. After a brief discussion, the Council directed that the Mayor will be authorized to sign up
to $15,000 for general purchases that have already been budgeted. Further, staff requested and received
direction to create a code section regarding Small Works Roster process and the Mayor's general
purchase authority for final approval by Council.
Discussion: Tremont Street
Public Works Director Dorsey reported that in order to not jeopardize current grants and state actions the
City will continue to use Berger Abam to finish work started in 2008. In 2009, staff recommends
rebidding the project in order to reduce costs and he did not feel the original design would satisfy the Fire
and Police departments as well as the pedestrian issues.

Discussion: Parking Garage
Public Works Director Dorsey reported that HW A GeoSciences, Inc. was the low bidder and would begin
boring next week, noting that the boring will ensure that the land can support the proposed structure.
Public Works Director Dorsey will continue to secure funding on conceptual design only.
Update: 2009 Budget
City Treasurer Tompkins provided information to the Council regarding the 2009 proposed budget asking
the Council to review and direct any questions to herself or Councilmember Clauson prior to the
November 25, 2008, Budget Work Study Session. In addition, City Treasurer Tompkins requested and
received direction to create a Storm Drainage B&O tax rate of 5%, which is comparable to the existing
water/sewer B&O tax rate.
At 8:37p.m. Mayor Coppola reconvened the meeting after a five-minute recess.
Discussion: Storm Drainage Rates
Public Works Director Dorsey provided a brief report, noting the Storm Drainage rate ordinance was
ready for final action at the November 25, 2008, Council meeting. The Council discussed and directed
staff in regards to the following items:
• Exempting School District. Council determined there would be no exemptions for the first year as
it would put the costs back to the citizens.
• Council directed that State and City roads and streets will be exempted.
• Single family, multi-family, duplexes, and triplexes to be based on $7.00 per ISU, with
fourplexes and above based on square footage of the actual impervious surface.
• Commercial to be based on impervious surface, which is calculated at 85% and will be reviewed
after one-year.
• Undeveloped land in its natural condition will be exempt.
Parking permit
City Clerk Kirkpatrick advised that she had received a request regarding parking permits for use around
the County Courthouse, noting the person was willing to pay monthly for the parking permit. The Council
discussed and directed the City Clerk to respond that at this time residential parking in the area was
already limited and recommend that they take their request to the County for consideration.
Utility Issue
Councilmember Putaansuu just wanted the Council to be aware that the Utility Committee will begin
analyzing sewer rates next year as the utility is currently losing money.
