12/02/2009 - Special - MinutesCity of Port Orchard Council Meeting Minutes Special Work Study Session of December 2, 2009 1. 7:00 p.m. Call to Order Mayor Coppola called the meeting to order at 6:oo p.m. Councilmembers Carolyn Powers, Mayor Pro- Tem, Fred Chang, Jerry Childs, John Clauson, Jim Colebank, and Rob Putaansuu was present. Police Chief Townsend, City Treasurer Martin, City Clerk Kirkpatrick, and Deputy Clerk Rinearson were also present. Councilmember Olin was absent. 2. 2010 Budget City Treasurer Martin reported that on October 28, 2009, the Mayor with the assistance of Department Directors presented a balanced budget with the exception of CENCOM, Library, and AWC, as we had not yet received the dollar amount for 2010; and Office of Financial Management had not yet certified the City's new population for the State's share of revenue. The City is expected to cover most of the expenditures; and the Treasurer's office is waiting for the remaining two union contracts to be negotiated, which he was unable to determine, at this time, the impacts on the 2010 budget. Councilmember Clauson noted the Finance Committee recommended bringing parking meters forward as part of the supplemental budget with the cost to obtain electronic parking meters borne by the end users in a fee increase from $3 per hour to $5 per hour. Police Chief Townsend expressed his concerns with the current system, as the amount of staff time and complaints related to the payment or non-payment of the parking. It would simplify the parking and reduce staff time in obtaining the money, counting the money, and taking it to the bank. In response to Mayor Coppola, City Treasurer Martin stated with the staff reducing expenditures throughout the year and the recent annexations, it has helped in having no major budget cuts, layoffs, or furloughs. In response to Councilmember Chang, City Treasurer Martin will verify that staff is capturing all the utility taxes, including the natural gas tax and will provide a report to the Council. Mayor Coppola met with Char Burnett of BKAT, who voiced a reluctance to reduce its broadcasting price. He also met with Wave Cable who indicated that there are a greater number of citizens with access the internet versus cable television; and with that in mind, the Mayor recommended eliminating BKAT's services and recording the meetings in-house, with posting the meeting video on the City's website. In addition, Wave Cable can provide video on demand, which will allow residents to watch the meetings through digital cable. Councilmember Putaansuu voiced his support, noting that he would like to see the monies designated to a particular service. Councilmember Childs voiced his support, noting this will allow citizens the opportunity to view Council meetings at their convenience. November 2, 2009, Work Study Session Minutes Page 2 of 2 Councilmember Colebank voiced his opposition, noting that there are some people who rely solely on BKAT's broadcasts to stay informed on City matters. Councilmember Clauson asked the City Treasurer to look into the Cable Franchise Agreement to see if it will support this new option and how it relates to BKAT. Councilmember Powers voiced her support and requested staff begin notifying City residents of the new change in broadcasting of the Council meetings. After a brief discussion, the Council directed that $7,000 be allocated for the purchase of flowers, contingent upon the downtown business owners maintain the flowers; and the remainder of the funds would be used for supplies and equipment to record the Council meetings. 3. Lodging Tax Hotel/Motel The Council discussed the different groups and their success in bringing Heads in Beds to the City and discussed allocating a portion of funding to maintain the City's bathrooms on the waterfront and foot ferry services during Sunday events.
