THIS AMENDMENT AUTHORIZES THE FOLLOWING CHANGES TO THE AGREEMENT:
Agreement C035-26 is amended with the additional scope of services as attached to include a cultural
resources survey and report meeting the requirements of GEO 21-02 as required by RCO.
The amendment includes an additional cost of $5,587.75, bringing the total project cost to $740,628.75.
In all other respects the Underlying agreement between the parties shall remain in full force and effect,
amended as set forth herein, but only as set forth herein.

Public Works Contracts Greater than $35,000: Change Orders that do not exceed 10%,
with a maximum of $50,000, of either legally authorized budget limit or contract amount
established by City Council can be approved by the Public Works Director. Total Contract Approved:
Amount shall reset to reflect new Council -approved contract totals authorized prior to the
requested change order. $50,000-$100,000 require Mayoral Approval. $100,000 and
over require Council Approval.
Public Works Contracts under $35,000, change orders that individually do not exceed Attest:
$7,500 with an aggregate cap of $10,000.
Public Works Contracts unbudgeted and under $7,500: All Change Orders that do not
exceed an aggregate cap of $7,500 (Excluding underlying value), provided there are
departmental funds available in the budget.
All Departments: Mayor approves any and all Change orders that do not exceed 10% of
either authorized budget limit or contract amount established by City Council. With a
maximum aggregate amount of $100,000. Total Contract Amount shall reset to reflect
new Council -approved contract totals authorized prior to the requested change order.
Any individual Change order that is over $100,000 requires Council approval.

Thank you for considering Equinox Research and Consulting International Inc. (ERCI) for your cultural
resource management needs for your planning purposes. In providing cultural resource management
services for clients, ERCI works in accordance with all pertinent tribal, local, state or federal regulations,
and our surveys are designed to discover extensive buried cultural deposits and identify and evaluate
historic properties.
We understand that your project is being funded in part by the Washington State Recreation and
Conservation Office. As such, it is subject to the Governor's Executive Order 21-02. It recognizes the rich
and diverse cultural heritage of Washington State, and that impacts to cultural resources are considered
carefully as part of any state funded Project or investment. This order requires that state agencies consult
with the Department of Archaeology and Historic Preservation (DAHP) and affected Tribes, and
incorporate them into the planning process for any capital construction Projects or land acquisition Projects
for the purpose of capital construction. This executive order recognizes DAHP as having special expertise
in cultural resources.
Scope
Cultural resources survey with up to 6 shovel probes if possible
Report to state and federal standards
Qualifications
• Principal investigator and senior archaeologists meet the Secretary of Interior's professional
qualification standards for archaeology
• Expertise on prehistoric and historic archaeology of Washington
• Experience in EO 21-02 and applicable state and local laws relating to historic preservation and
human remains
• Positive working relationship with federally recognized Tribes and experience in tribal
coordination
• Experience in processes that balance competing resource needs
• Strong record of completing work within budget
Assumptions
• We will not encounter human remains during fieldwork
• There will be no additional permits or plans
• No deep machine testing will be needed
• Project will not require a cultural landscape evaluation or historic property inventory
• Survey area is clear of impenetrable vegetation (ex: blackberries)
