Council Meeting Minutes
Work Study Session of March 17, 2009
7:00 P.M. CALL TO ORDER AND ROLL CALL
PRESENT: Lary Coppola, Mayor
Councilmembers: Clauson, Chang, Childs, Colebank, Olin, and Putaansuu
ABSENT: Mayor Pro-Tern Powers
ALSO PRESENT: City Treasurer Tompkins, Public Works Director Dorsey,
Development Director Weaver, Deputy Clerk Rinearson, and City Attorney Jacoby.
Councilmember Clauson announced that Mayor Coppola and Councilmember
Childs would be arriving late.
Update: Tremont Widening-TIE Status
Public Works Director Dorsey reported Berger Abam would provide a brief update
on the revised Tremont Widening Project at a future meeting. In the meantime, Mr.
Dorsey explained that the State is requesting all projects that are not "shovel ready"
to withdraw their funding requests. The Council directed staff to withdraw the City's
request for State funding for the Tremont Widening Project.
Spring/Fall Cleanup Dates
City Treasurer Tompkins announced Spring Cleanup would be held the week of
June 8, 2009; and the Fall Cleanup to be held the week of October 12, 2009, and
noted that the City coordinates with Waste Management twice a year to pick up
extra items such as yard waste and white materials, i.e. refrigerators. There is a
minimal charge for the large items while other items are free. The public is
encouraged to contact the City's Public Works Department at 360.876,4991 to
obtain a list of acceptable items. Councilmember Clauson requested that this
information be put on the bottom of the utility billing and in the Mayor's quarterly
report.
Update: Short Plat -Sidewalks
Development Director Weaver reported on the development of sidewalk standards,
Phase I, which would be ready for Council review in April. Phase II is the
development of short plat standards, which should be ready in October for review
and comment by Council.
Update: Shoreline Management Plan
Development Director Weaver provided a brief update on the local Shoreline
Management Master Program, noting the following:
• All cities and counties are required to update their Shoreline Management
Master Programs;

• Jurisdictions in Kitsap County are required to complete the update by 2012;
• City of Port Orchard has the second least amount of shoreline in Kitsap
County;
• Public participation and community involvement to be implemented
throughout the entire process;
• A shoreline inventory will be conducted throughout Kitsap County;
• City staff will be working closely with Poulsbo who has a similar amount of
shoreline; and
• City staff will provide Council with regular updates.
Councilmember Childs arrived at 7:42 p.m. and Mayor Coppola arrived at T45 p.m.
Update: Bethel Annexation
Development Director Weaver noted the Notice of Intent to Annex was sent to the
Boundary Review Board and the comment review period will expire on March 29,
2009. As of this meeting date, there have been no reported objections to the
annexation.
Development Director Weaver provided a brief update on all the annexation
petitions being received along the Bethel Corridor, noting that the City was not
promoting the annexations rather it was being driven by the property owners.
Kitsap County Commissioner Charlotte Garrido urged the two jurisdictions to work
together to create a policy for processing annexations in light of the recent high
volume being received.
Councilmember Clauson voiced support to bring the issue before the Kitsap
Regional Coordinating Council for them to set countywide standards and to review
the Interlocal Agreement between Kitsap County and local cities.
Discussion: School Impact Fees
Development Director Weaver provided a draft ordinance adopting school impact
fees, which is based on the South Kitsap School District's Capital Facilities Plan, and
explained that parks, trails and road impact fees will be done separately.
Update: McCormick Woods
Development Director Weaver provided a brief update, noting the City has received
seventy-five percent of the needed petitions, and he thanked the McCormick Woods
Annexation Committee for all their hard work and dedication in making the
annexation happen.

City Treasurer Tompkins explained that the City would not receive property tax
revenues until 2010; however, sales tax revenues should be received at the latest by
December 2009.
City Attorney Jacoby advised that with the City being over 10,000 citizens, it has the
option of becoming a code city. The Council directed the City Attorney to provide
information on the differences between a code city and a first class city. The City
Attorney was further directed to determine if McCormick Woods residents are
eligible to run in the 2009 elections and/ or vote in the primary and general
elections.
Review Storm Drainage & Parks lnterlocal Agreements
City Attorney Jacoby sought and received direction from the Council to draft
agreements as follows:
• Storm drainage. Agreement needs to include guidelines on pond
maintenance. Public Works Director Dorsey was directed to provide a cost
analysis for storm drainage pond maintenance.
• Parks
• Transportation
Contract with the City of Bainbridge Island for Police Services
The Council directed the Police Chief to determine the pros/ cons of providing police
services to the City of Bainbridge Island in the event they eliminate their police force
due to budgetary restraints.
