RESOLUTION NO. 050-26
A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, AUTHORIZING
THE MAYOR TO EXECUTE THE WASHINGTON STATE PUBLIC WORKS BOARD
PRE -CONSTRUCTION FUNDING AGREEMENT NO. PR26-96410-027 FOR THE OLD
CLIFTON ROAD WATER SYSTEM INTERTIE PROJECT.
WHEREAS, the City of Port Orchard is undertaking the Old Clifton Road Water System
Intertie Project to improve water system reliability and strengthen intertie capacity with the
McCormick Woods water system; and
WHEREAS, the City previously procured architectural and engineering services for this
project through a Request for Qualifications process, selecting Consor North America, Inc. to
complete design work for the intertie project following staff review and interviews, as
documented in Resolution No. 056-25; and
WHEREAS, the project design has progressed through the 60 percent stage, and
additional work is required to complete final design, permitting, Department of Health
reporting, and preparation of bid -ready documents, as outlined in Amendment No. 1 to
Contract C083-25, which was previously approved by the City Council; and
WHEREAS, the Washington State Public Works Board has awarded the City a $650,000
loan under Agreement No. PR26-96410-027, with a five-year term and interest rate of 1.06
percent, to support completion of the project's remaining pre -construction activities;
WHEREAS, the Public Works Board approved the City's application on May 15, 2026,
which also serves as the earliest date for cost reimbursement under the agreement;
WHEREAS, the City's adopted Procurement Policies require City Council authorization
before executing the Public Works Board funding agreement; now, therefore;
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: It is the intent of the Port Orchard City Council that the recitals set forth above
are hereby adopted and incorporated as findings in support of this Resolution.
THAT: The City Council hereby approves and authorizes the Mayor to execute the
Washington State Public Works Board Pre -Construction Funding Agreement No.
PR26-96410-027 for the Old Clifton Road Water System Intertie Project, in a form
approved by the City Attorney.
THAT: The Mayor and City staff are authorized to take all necessary steps to implement
the agreement.
THAT: The Resolution shall take full force and effect upon passage and signatures
hereon.
