RESOLUTION NO. 051-26
A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, AUTHORIZING
THE MAYOR TO EXECUTE THE INTERLOCAL AGREEMENT FOR EMERGENCY
FUELING BETWEEN KITSAP TRANSIT, KITSAP COUNTY DEPARTMENT OF
EMERGENCY MANAGEMENT VIA AN ADDENDUM THERETO TO ADD THE CITY OF
PORT ORCHARD AS A PARTY.
WHEREAS, Kitsap County and Kitsap Transit previously entered into an Interlocal Agreement
for Emergency Fueling ("Agreement") to provide fuel delivery to Critical Facilities operated by
Registered Agencies during county -wide declared emergencies resulting in prolonged electrical
outages; and
WHEREAS, the Agreement authorizes DEM to identify and register Agencies that operate
Critical Facilities, coordinate emergency refueling operations, and oversee program requirements;
and
WHEREAS, DEM maintains the Kitsap County Critical Facility Generator Refueling Plan
("Refueling Plan"), which outlines the operational, logistical, and safety procedures applicable to
emergency generator refueling activities; and
WHEREAS, the City of Port Orchard owns and operates facilities that support essential
public functions and meet eligibility criteria to be designated as Critical Facilities under the
Refueling Plan; and
WHEREAS, the Parties desire to add the City of Port Orchard as a Registered Agency under
the Agreement, thereby authorizing DEM and Kitsap Transit to provide emergency generator
refueling services to City -owned Critical Facilities consistent with the terms of the Agreement and
the Refueling Plan; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS
FOLLOWS:
THAT: It is the intent of the Port Orchard City Council that the recitals set forth above are
hereby adopted and incorporated as findings in support of this Resolution.
THAT: The City Council hereby authorizes the Mayor to execute the Addendum to the
Interlocal Agreement by and between Kitsap Transit and Kitsap County, to add the City of
Port Orchard as a party to the underlying Interlocal Agreement for Emergency Fueling.
THAT: The Resolution shall take full force and effect upon passage and signatures hereon.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested
by the City Clerk in authentication of such passage this 28th day of July 2026.
