SEWER ADVISORY COMMITTEE
MEETING MINUTES
February 10, 2026
The meeting was called to order at 3:00 pm by Council member Rosapepe. Present were
Commissioner Way and Commissioner Lundberg of the West Sound Utility District; Port
Orchard Council members Rosapepe, Fenton & Dedman; SKWRF Plant Manager Olson; WSUD
General Manager Grabill; & Port Orchard Operations & Utility Manager Heglund
Approval of Minutes
Council member Rosapepe moved to approve the minutes from the October 28th, 2025, SAC
meeting. Council Member Fenton seconded the motion. All were in favor of approving the
minutes.
New Business
Council member Rosapepe was elected Chair for the 2026 Sewer Advisory Committee.
CIP Items 2025
All items listed below for the 2025 CIP have been completed.
• Analytical Balance
• Equipment Replacement budget
• MBR Cassette expansion
• SCADA Network Equipment Upgrade
• MBR RAS Pump Replacement
• Nutrient Analyzer Controller
The following will be carried over to 2026
• Blower Rebuild Exchange
CIP Items 2026
• MBR Aeration Diffusers
➢ A revised quote is being prepared.
• Odor Control Improvements
➢ This is 11 weeks out.
• BOD Incubator
➢ This was delivered damaged and WSUD is waiting for a replacement.
• MBR RAS Pump
➢ On order.
• MBR Blower
➢ This is a 2025 carryover and will be out for bid in 2 weeks.
• Blower Rebuild Exchange
➢ Still pending for the exchange

• Digester Design Project
➢ In progress with the consultant.
• Fine Screen Replacement
➢ The quotes came in higher than expected. Alternative equipment
options are being reviewed.
• Facility Comprehensive plan
➢ This will start after the digester design project.
• Clarifier Isolation gates
➢ The current manual gates tend to leak. They will be replaced with
Golden Harvest control gates.
• Exterior Coatings
➢ Working with coating rep and looking into a clear coat for the CMU
block of the digester.
