RESOLUTION NO. 054-26
A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
AND ADOPTING THE CITY OF PORT ORCHARD WATER SYSTEM PLAN
(2024/2025 UPDATE).
WHEREAS, the City of Port Orchard is required by the Washington State Department of
Health (DOH) to maintain an up-to-date Water System Plan in accordance with WAC 246-290;
and
WHEREAS, the City completed its Water System Plan update incorporating revised
system demand forecasts, updated hydraulic modeling, water rights evaluations, capital
improvement planning, and consolidation planning for the Port Orchard and McCormick Woods
water systems; and
WHEREAS, the Washington State Department of Ecology reviewed the plan, including
water rights documentation and the Water Rights Self -Assessment, and issued a comment
letter dated May 8, 2025, confirming that Ecology identified no issues of concern; and
WHEREAS, approval of the Water System Plan by DOH requires formal adoption by the
Port Orchard City Council; and
WHEREAS, the updated Water System Plan provides the planning and regulatory
framework necessary to ensure safe, reliable water service, maintain compliance with state
requirements, and support future development through the 20 -year planning horizon; now,
therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: It is the intent of the Port Orchard City Council that the recitals set forth above
are hereby adopted and incorporated as findings in support of this Resolution.
THAT: The Port Orchard City Council hereby approves and adopts the City of Port
Orchard Water System Plan (2024/2025 Update).
THAT: This Resolution shall take effect immediately upon adoption.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and
attested by the City Clerk in authentication of such passage this 11th day of August 2026.
