Council Meeting Minutes
Work Study Session of August 16, 2011
1. 7:00p.m. Call to Order
Mayor Coppola called the meeting to order at 7:00 p.m. Mayor Pro-Tem John Clauson and
Councilmembers Fred Chang, Carolyn Powers, Rob Putaansuu, and Jim Colebank and was present.
Police Chief Alan Townsend, Public Works Director Mark Dorsey, Development Director James
Weaver, City Clerk Patti Kirkpatrick, Deputy Clerk Brandy Rinearson, and City Attorney Greg Jacoby
were also present.
Absent: Councilmembers Childs and Olin
2. Discussion: Medical Marijuana Community Gardens
The City Attorney provided information regarding Medical Marijuana Community Gardens, noting the
following:
• The state allows collective gardens provided they are established by qualifying patients, who have
a medical condition and a doctor has prescribe marijuana as a form of treatment;
• Community gardens can only serve up to ten (10) patients at a time and no more than 45 plants;
• Only qualifying patients can participate and receive cannabis from the garden; and
• There are no zoning or other land use restrictions in the City.
A WC was recommending cities consider adopting interim zoning regulations and to use regulations
consistent of indoor collective gardens and restricting structures not to be within soo feet of any
schools or churches, rather than doing a moratorium.
The City looked at its three options: 1) simply do nothing; 2) adopt an emergency moratorium for six
months to consider the zoning and regulation options; or 3) adopt AWC's emergency interim zoning
regulation that would require collective gardens to be indoors, and to be in effect for six months to
allow the Planning Commission time to determine appropriate zoning and regulations.
Council Direction: Council directed staff to provide a resolution adopting a six month moratorium
on collective gardens to be presented at the August 23, 2011, Council meeting for consideration.
3· Discussion: Council Committee Notes on City's Website
Mayor Coppola advised there had been a request to place all Council Committee meeting minutes on
the website once produced.
Council Direction: Council directed the City Clerk's office to post all Council Committee meeting
minutes onto the City's website, once produced.
4· Discussion: Lodging Tax Policy /Procedures
City Clerk Kirkpatrick provided the Council with two draft resolutions adopting the Council's
procedures for handling Lodging Tax Funds disbursements; one with the option of withholding a
portion for special funding for the City and one without withholding any funds.

Council Direction: Council directed staff to bring forward the resolution that would not withhold
funds to the August 23, 2011, Council meeting for consideration.
5· Discussion: Prospect Parking Fees
Public Works Director Dorsey provided an update to the Prospect Street Alley project indicating that
the parking lot project is coming up on completion and staff would like clarification of the Council's
intent to charge for parking, provide to employees free of charge, or if it was for public use only. He
suggested taking the City vehicles that are parked in the police parking lot to the Prospect Street
parking lot to free up more public parking in that lot; which will leave 17 stalls available in the
Prospect Street parking lot.
Council Direction: Council directed Staff to move the vehicles currently in the Bay Street parking
lot to the Prospect Street parking to free up public parking; and to make it an employee only parking
lot Monday through Friday, 8 a.m. to 4:30 p.m., with a $20 per month fee, unless carpooling. The lot
will be by permit only, which was to be administered by the City Clerk's office.
6. Discussion: Upgrades-Council Audio/Visual and VOIP
Public Works Director Dorsey requested the Council provide a priority list of needed upgrades to the
Council Chambers.
After a brief discussion, Council determined the following were of priority: 1) larger 1V monitors; and
2) better microphones and/ or speakers.
Council Direction: Council directed staff to provide the Council with a cost analysis of the proposed
upgrades.
7. Discussion: Planning Commission Issues
Planning Commissioner Tim Matthes requested that in light of Jan Collins resignation, a new planning
commissioner be appointed as soon as possible; and that the Commissioners were looking forward to
completing the task assigned to them regarding medical marijuana dispensaries and collective
gardens.
Council Direction: No direction was given to Staff.
