Council Meeting Minutes
Work Study Session of January 18, 2011
1. 7:00p.m. Call to Order
Mayor Coppola called the meeting to order at 7:00 p.m. Mayor Pro-Tem John Clauson and
Councilmembers Fred Chang, Carolyn Powers, Jerry Childs, Rob Putaansuu, Jim Colebank, and Fred
Olin was present. City Treasurer Allan Martin, Public Works Director Mark Dorsey, Development
Director James Weaver, City Clerk Patti Kirkpatrick, Deputy Clerk Brandy Rinearson, and City Attorney
Greg Jacoby were also present.
2. Update: Bethel Corridor
Development Director Weaver provided an update to the Bethel Corridor annexation indicating that the
Notice of Intent will be going forward to Council for approval at the January 25, 2011, Council meeting;
and it was likely Kitsap County will be invoking jurisdiction regarding the McCormick East annexation.
Council Direction: There was no direction given to staff.
3· Discussion: Planning Department 2011 Docket
Development Director Weaver reviewed the Planning Department's 2011 projects as follows:
• Complete the Shoreline Master Program Update;
• Conduct Bethel Corridor Annexation and review;
• Revise and update the sign code and landscaping code;
• Conduct a Bay Street downtown lighting study;
• Conduct an update to the 2008 Port Orchard Comprehensive Parks Plan;
• Prepare documents regarding transfer of development rights grant;
• Reorganize building/land use intake and permit process for maximum efficiency;
• Institute a sustainable green building program;
• Continue to pursue and secure Port Orchard Town Center Revitalization funding;
• Prepare and adopt the 2011 Port Orchard Comprehensive Plan Update;
• Institute Historic Port Orchard program with database of Historic Photos, maps, resources, and
information; and
• Pursue all grant and funding applications for both planning and public works.
Council Direction: There was no direction given to staff.
4· Discussion: Booth at West Sound Expo
Mayor Coppola requested funding of $t,ooo for the City to participate in the West Sound Business
Exposition on February 17, 2011, at the Kitsap Sun Pavilion in Bremerton, noting this would be an
opportunity for the City to showcase its economic development strategies and this is a very well attended
event.
Council Direction: Council directed that the funds would come from the Mayor's budget. City Treasurer
Martin will provide information regarding Business License Fees; Public Works Director Dorsey will
provide information regarding utility fees and comparisons; and Development Director Weaver will
provide information regarding permitting fees to the Mayor and put the information onto display boards
the event.
5· Discussion: Waterfront Master Plan

Mayor Coppola received the letter from the Port of Bremerton asking the Council to consider working
together on designing a Waterfront Master Plan.
Council Direction: Council directed City Clerk Kirkpatrick to invite the Port Commissioners to the
February 15, 2011, Council Work Study Session to start the discussion of the Waterfront Master Plan.
6. Discussion: Hotel/Motel Lodging Tax Funding
Councilmember Childs requested the Council re-consider the allocation of the HoteljMotel Lodging Tax
funds for 2011, noting the focus should be on promoting the City first and then allocation to the
remaining requestors. Councilmember Childs provided a revised spreadsheet that showed the
reallocated funding amounts to the various requestors.
After a brief discussion, Council came to a consensus that since there was cash carryover of $27, 500
funding from 2010, those funds would be utilized to increase funding for the City's Economic
Development/Tourism in an amount not to exceed $5,000 to produce a tourism brochure; and a portion
of the remaining funds would be used towards website redesign.
Council Direction: Council directed staff to contact the State Auditor's office to determine if Lodging Tax
funds could be used for website redevelopment; and that the Lodging Tax Advisory Committee would
consider the above recommendation as well as allocating $5,000 to the Economic Development
Committee for production of a tourism brochure.
7· Discussion: Setting Date for Council Retreat
After a brief discussion, Council came to a consensus that the Council Retreat would be held at City Hall
on Saturday, February 12, 2011, beginning at 9:00a.m.
Council Direction: There was no direction given to staff.
8. Engley Appeal Seeking other Legal Representation
City Attorney Jacoby provided an update indicating that David Horton, an attorney out of Silverdale is
available at an hourly rate of $195 and is willing to provide legal counsel for the Engley appeal should
the Council wish to go with outside legal counsel.
After a brief discussion, Council directed City Attorney Jacoby with McGavick Graves represent the
Council in the Engley Appeal.
