Council Retreat of February 12, 2011
1. 9:00 a.m. Call to Order
Mayor Coppola called the meeting to order at 9:00 a.m. Mayor Pro-Tem John Clauson and
Councilmembers Fred Chang, Carolyn Powers, Jerry Childs, Rob Putaansuu, Jim Colebank, and
Fred Olin was present. City Clerk Patti Kirkpatrick, Deputy Clerk Brandy Rinearson, and City
Attorney Greg Jacoby were also present.
2. Goals
City Attorney Jacoby advised the purpose of the meeting is to identify short-term and long-term
goals.
The Council determined the following to be their short-term and long-term goals:
Short-term Goals:
Parking Garage -Review of site locations and conceptual Design
Tremont Corridor-Shovel ready
Bay Street Pedestrian Pathway -Complete design; obtain easements
Sidney and Sedgwick-Infrastructure added into the 2012 budget cycle
Financial Plan -City-wide
Bethel Annexation
Library-Maintenance
Economic Campaign-Flyer
Sidewalks and Streets -Improvements
Update City's Website
Skate Park
Long-term Goals:
Library-Relocation
Parking Garage -Infrastructure
Annexation -Growth/Priorities
Bethel Ave -Development and Planning
Bay Street Pedestrian Pathway -Construction
Parks -Acquisition, funding, and maintenance
Municipal/Public Facilities-Police, Municipal Court, and Library
Neighborhood Revitalization-Police/Council outreach
Sidewalks and Streets-Improvements
Waterfront Comprehensive Plan with the Port of Bremerton
Update Parking Plan with the Port of Bremerton
The Council directed the City Clerk to move the Council's annual retreat to July, in order to help
staff prepare for the following year's budget process.
The Council agreed to review the Council committee assignments every year in November in order
to determine if there was any interest in anyone wishing to move to a different committee.

The Council directed the City Clerk to add short -term goals and the following items to future work
study session agendas as items for the Council to discuss and/ or provide direction to staff:
• Design review board process;
• Financial plan for the Bethel corridor;
• Parks
• City's website redesign
• Council districtingjwards
The Council directed the City Clerk to place the following three items on the March work study
session for discussion:
• Change in the form of government from Second Class to Code/Charter City
• Change the form of government from Mayor to City Manager
• Status of the Mayor-is he full-time or part-time going into the 2011 election
3· Parking Garage Site Location
Mayor Coppola asked the Council to reconsider the location of the proposed parking garage as he
has found it very difficult to obtain funding with the current estimated construction figures.
After a brief discussion, Council directed this item be added to a future work study session and to
have the Mayor talk to private partners to see if they are interested in the other proposed locations.
At 9:32a.m. Mayor Coppola reconvened the meeting after a ten-minute recess.
4· Property Acquisition-Executive Session
At 10:32 a.m. Council moved into Executive Session for seven minutes for the purpose of
discussing property acquisitions per RCW 42.30.110(1). The City Attorney was invited to attend
the Executive Session.
At 10:39 a.m. Mayor reconvened Retreat.
Councilmember Clauson left the meeting at 10:46 a.m.
5· Medical Marijuana Facility
City Attorney Jacoby briefed Council regarding a possible Medical Marijuana Facility being located
on Bay Street. Staff is currently looking into whether this is an allowable use according to
Municipal Code and will provide an update at the February 15, 2011, Work Study Session.
6. Bethel Annexation-Budget Process
City Clerk Kirkpatrick provided, on behalf of the Mayor, documents pertaining to each department
director's request for additional funding relating to the Bethel Annexation; and an estimated cost
to convert into a VOIP system. After a brief discussion, Council directed these two items be added
to the next Finance Committee meeting agenda.
