11/19/2013 - Work Study - MinutesCity of Port Orchard Council Meeting Minutes Work Study Session of November 19, 2013 7:00p.m. Call to Order Mayor Matthes called the meeting to order at 7:00 p.m. Mayor Pro-Tern Fred Chang and Councilmembers Jerry Childs, Cindy Lucarelli, John Clauson, Rob Putaansuu, and Jeff Cartwright were present. Community Development Director Nick Bond, Public Works Director Mark Dorsey, City Treasurer Allan Martin, City Clerk Brandy Rinearson, City Attorney Greg Jacoby and Office Assistant II Jenine Floyd were also present. Absent: Councilmember Carolyn Powers Council-elect BekAshby led the audience and Council in the Pledge of Allegiance. 1. Discussion: 2014 Budget City Treasurer Martin reported the Finance Committee had several meetings with department heads to provide recommendations to the Council on the 2014 budget. The Finance Committee did feel in the best interest of the City, there were items to be removed, as well as some additions. Mr. Martin provided a 'Your Tax Dollars at Work' worksheet, which listed budget recommendations from the Finance Committee which included: • Increasing Councilmembers salary and benefits; • $6oo for Commute Trip Reduction; • Increasing Judge salary and benefits; • Adding new positions in the Court and Police departments; • Prisoner monitoring ankle bracelets; • Extending library maintenance; • Bethel Corridor grind-out project; and • Increasing gambling tax punchboard and natural gas increase. Councilmember Clauson briefly explained the recommendations made by the Finance Committee. Councilmembers and staff discussed the budget, also noting which items they felt should, or should not be, included in the 2014 budget, including changes and adjustments. Council Direction: Council directed staff to move ahead with the budget presented and bring forward at the December 10, 2013, Council meeting; and to discuss the utility tax increase at the next work study session. 2. Discussion: LTAC Recommendations Councilmember Chang reported the Lodging Tax Advisory Committee (LTAC) was able to find funds for Visit Kitsap, which was the Council direction from the last work study session. He presented two revised options: November 19, 2013, Work Study Session Minutes Page 2 of 2 • Option One-Visit Kitsap is funded with $12,000 by changing the allocations for several organizations, take $1,600 from the reserve, and not allocating money to the Festival of Chimes and Lights and the Police Department. • Option Two -Visit Kitsap is funded $10,400, the reserve remains at $6,ooo, and the Council allocates $1,600 from the General Fund, and not to allocate money to the Festival of Chimes and Lights and Police Department. Council Direction: Council came to a consensus to move forward with Option No.1 and to put into the 2014 budget. 3· Discussion: December Council Meeting Schedule/Holiday Good Neighbor Awards City Clerk Rinearson reported the Council has a regular meeting on December 10, work study session on December 17, and another regular meeting December 24,2013. The last couple years, Council has cancelled the last regular meeting of the year, and asks if they would like to do the same for this year. She noted it looks like all City business could be done on December 10, 2013, and the few items on the work study session could be moved to the January work study session. In addition, the Council needs to pick a date for the Holiday Good Neighbor awards. Councilmember Chang suggested people could email photos of Christmas displays, and the Council could choose from those photos for the Good Holiday Neighbor Awards, rather than tour the City. Council Direction: Council directed staff to cancel the December 24, 2013, regular Council meeting, and depending on what is on the agenda for the December work study session, may cancel that meeting; and to advertise the City will accept picture submissions of their holiday spirit. Depending on what is received, Council may then drive around and look at holiday decorations on Tuesday, December 17, 2013, in lieu of the work study session. This will be determined at the December 10, 2013, Council meeting.
