Special Meeting of June 5, 2014
1. CALL TO ORDER AND ROLL CALL
Mayor Tim Matthes called the meeting to order at 7:00p.m. Pro-Tem Cindy Lucarelli and
Councilmembers Bek Ashby, Fred Chang, Jeff Cartwright, Jerry Childs, John Clauson, and
Rob Putaansuu were present and constituted a quorum. Planning Commissioners Nick
Whittleton, Gil Michael and Trish Tierney were present. City Clerk Rinearson, Development
Director Bond, and Office Assistant II Floyd were also present.
A. Pledge of Allegiance
Mayor Matthes led the audience and Council in the Pledge of Allegiance.
2. BUSINESS ITEM
A. Approval of Circus/Carnival Application: Paradise Amusements
City Clerk Rinearson presented the staff report, noting Port Orchard Municipal Code
(POMC) 5.32.080 requires Council approval of an organization requesting to operate a
Carnival within the City. On June 4, 2014, Paradise Amusements submitted an application
requesting to hold a carnival in the South Kitsap Mall parking lot beginning Thursday, June
5, 2014 and ending Sunday, June 8, 2014. They have paid the required fee and has meet the
City's insurance requirements.
Due to receiving the paperwork on short notice, staff is seeking ratification of the issuance
of a carnival licensee to Paradise Amusements.
Councilmember Childs MOVED and Councilmember Ashby seconded the
motion to ratify the issuance of a carnival license for Paradise Amusements to
be held in the South Kitsap Mall parking lot beginning Thursday, June 5, 2014,
and ending Sunday, June 8, 2014. Upon vote, the motion passed unanimously.
3· PRESENTATION
A. 2016 Comprehensive Plan Update Draft Vision, Land Use and Housing
Elements (University of Washington)
Development Director Bond introduced the University of Washington students who will be
giving a presentation on the periodic update of the City's comprehensive plan. The City
must conduct a periodic update every 8 years, which was last done in 2008. He requested
funds in last year's budget cycle to hire graduate students to assist in the visioning process.

Andrew Brick, University of Washington, introduced the other students; Scott Bonjukian,
Jason Garnham Monica Joe, Cole Kopca, Ross McFarland, Michael Ullmer, Steven Veith,
Affiliate Instructor Rick Sepler, and Teaching Assistant Katy Haima.
The students showed a presentation which outlined the following:
• Agenda for Tonight;
• Planning Process;
• Community Changes & Challenges;
• Public Outreach Summary;
• Theme: Connections;
• Spring 2014 Survey Results;
• Survey Results -Notification, Identity, Transportation, Land Use, Housing, and
Growth Strategy
• Observations: What we Heard;
• The Document & Our Recommendations;
• What is a Center?;
• Centers Strategy Advantages;
• Centers Criteria; and
• Moving Forward.
4· COUNCIL/PLANNING COMMISSION COMMENTS
Council commended the students on the nice job they did on the presentation, and briefly
discussed centers, outreach and additional materials.
5· CITIZENS COMMENTS
Joanne Bonjukian wonders what is the City's involvement with abandoned commercial
space, and what is their thinking of allowing marijuana businesses.
Mayor Matthes responded commercial spaces are private property, and to a degree,
government cannot interfere. Also he is having a Town Hall meeting on the 12th, and one of
the subjects will be marijuana. He encourages everyone to attend and bring this subject up.
Councilmember Childs noted Kitsap Economic Development Alliance (KEDA) is aware of
the empty Kmart space. It is private, but that does not mean we are not aware of it.
Bill Palmer commended the students on the work they did, and also noted Ron Kasperson
did a design study on the downtown area in the 8o's which was updated in the go's. In
addition, he wrote an extensive critique of the Countywide Planning Policies in 2012, and
they were adopted with no changes. His issue is it seems that people who write policies do
not know how to do it. He is interested in the recommendations the City might be including
at some point in the Comp Plan.

Elissa Whittleton thanked the students for doing an awesome job and they really listened
to the public.
Kirsten with Reid Real Estate suggested more advertising for the comp plan to draw in a
younger crowd.·
In response to Gerry Harmon, University of Washington student Monica Joe noted three
areas listed for centers are Bethel/Lund, Bethel/Sedgwick and Sidney/Sedgwick. These
areas already have a lot of activity, but there could be further research into other areas of
the City.
Fred Depee said the students did a great job, but one aspect which seems to be lacking in
comprehensive planning is how to implement.
Bill Palmer suggested to research on how Silverdale involved. It would not be the center it
is today if it was not for the public/private partnership.
Development Director Bond noted the students made a good point in making sure there is
consistency with the comp plan.
In response to Councilmember Chang, the UW students provided their thoughts on Port
Orchard, and if they would ever consider to live here.
Councilmember Clauson stated Kitsap Transit will be working with all jurisdictions as they
move forward with the comp plan. Also, KRCC started a process with a countywide mobile
transportation plan, which Kitsap Transit will be taking over.
George Larson received no response back on a survey he completed and turned in.
In response to Gerry Harmon, UW student Ross McFarland stated one key to increasing
park usage is to increase the amount of users that live in the immediate area, or building
more trails connecting the parks or trails connecting the parks to the neighborhoods.
Joanne Bonjukian stated with the projected population growth, how are the schools
handling the influx? The schools are pretty crowded, and there was a proposal for a new
high school on Old Clifton Road.
Development Director Bond noted the school district posted a SEP A decision on their
updated capital facilities plan, and they do own property off of Old Clifton Road, but a new
high school is at least 10 years away.
Gil Michael noted he liked to see so many members of the public attend, and this meeting
would not be possible if not pushed by Development Director Bond.
6. ADJOURNMENT
At 8:27p.m., Mayor Matthes adjourned the meeting.
