A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
APPOINTING A REPRESENTATIVE TO THE PUBLIC
TRANSPORTATION IMPROVEMENT CONFERENCE AND
CONFIRMING THE CITY'S DESIRE TO BE INCLUDED IN THE
BOUNDARIES OF THE KITSAP COUNTY PUBLIC TRANSPORTATION
BENEFIT AREA.
WHEREAS Kitsap County and the Cities of Port Orchard and Bremerton
previously established the Kitsap County Public Transportation Benefit Area in accordance
with and as authorized by Chapter 36.57A RCW; and
WHEREAS, the boundaries of the Kitsap County Transportation Benefit
Area were later expanded to include the Cities of Poulsbo and Bainbridge Island and all
the unincorporated areas of Kitsap County; and
WHEREAS, the said Kitsap County Public Transportation Benefit Area was
lawfully established and is an active municipal corporation which operates under the name
Kitsap Transit, for the purpose of providing public transportation services; and
WHEREAS, on October 9, 2006, Kitsap County adopted a resolution calling
for the convention of a Public Transportation Improvement Conference for the purpose of
considering the desirability of adjusting the boundaries of Kitsap Transit; and
WHEREAS, RCW 36.57A.020 requires each component City to select an
elected representative to attend the Conference; and
WHEREAS, the existing boundaries of Kitsap Transit include all of Kitsap
County, including the City of Port Orchard; and
WHEREAS, Kitsap Transit and its Board of Commissioners has adopted a
proposal for the change of boundaries of Kitsap Transit in accordance with the Transit
District Boundary Adjustment Map attached as Exhibit A; and
WHEREAS, the Port Orchard City Council hereby finds it is in the best
interests of the residents of the City of Port Orchard to continue to be included within the
boundaries of Kitsap Transit; now therefore,
THE COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON HEREBY
RESOLVES AS FOLLOWS:

THAT: The Port Orchard City Council hereby designates Carolyn Powers as
its elected representative to attend and represent the City of Port Orchard at the Public
Transportation Improvement Conference and all continued meetings thereof, including
any public hearings scheduled by said Conference; and
IT IS FURTHER RESOLVED that the Port Orchard City Council shall
consider its desire to be included within such boundaries at its regular City Council Meeting
on November 13, 2006 (or such other date as may hereafter be established in lieu of that
meeting date), following the Public Transportation Improvement Conference.
PASSED by the City Council of the City of Port Orchard, APPROVED by the
Mayor and attested by the Clerk in authentication of such passage this 23rd day of
October 2006.
