A RESOLUTION OF THE CITY OF PORT ORCHARD CITY COUNCIL
RECOMMENDING APPROVAL OF AN AMENDMENT TO THE
COUNTYWIDE PLANNING POLICIES SUBMITTED BY THE BOARD
OF THE KITSAP REGIONAL COORDINATING COUNCIL IN 2007
WHEREAS, the Board of the Kitsap Regional Coordinating Council and
County Commissioners have reviewed and made recommendations for proposed changes
to be incorporated into the Kitsap Countywide Planning Policies; and
WHEREAS, the proposed changes must be ratified by three Cities of the County to
become effective; and
WHEREAS, the City Council held a discussion on the proposed changes at a regularly
scheduled meeting on April 9, 2007; and
WHEREAS, the City Council agreed with most changes being proposed but did not agree
with proposed changes outlined in Element B(4)(a) to change the wording of "shall" to "should, or to
change the wording of "will" to "may"; and,
WHEREAS, the Council voted unanimously to approve the changes except for those
being proposed in Element B(4)(a) and therefore could not ratify the changes as proposed; and
WHEREAS, the Board of County Commissioners held further discussion on the proposed
amendment to the County Wide Planning Policies, Element B(4)(a), and determined not to change the
wording of "shall" to "should", or to change "will" to "may" in the first paragraph and resubmitted the
draft changes to the City for ratification; and
WHEREAS, the City Council held a second discussion on December 10, 2007 and voted
unanimously to approve the 2007 update of the Countywide Planning Policies as submitted; Now,
therefore,
FOLLOWS:
THE CITY COUNCIL OF THE CITY OF PORT ORCAHRD HEREBY RESOLVES AS
THAT: The City Council of the City of Port Orchard does hereby ratify
the 2007 revisions to the Countywide Planning Policies as presented by
the Board of the Kitsap Regional Coordinating Council.
