A RESOLUTION OF THE CITY OF PORT ORCHARD,
WASHINGTON, AUTHORIZING THE MAYOR TO ENTER
INTO AN INTERLOCAL AGREEMENT WITH KITSAP
COUNTY CONSOLIDATED HOUSING AUTHORITY FOR THE
ADMINISTRATION OF THE ALLOCATION OF FEDERAL
"NEW MARKET TAX CREDITS"
WHEREAS, RCW 35.82.070(12) provides that a city may authorize a housing authority
to exercise the powers of a public corporation, commission or authority (collectively, a "public
development authority'') under RCW 35.21.730 through .759; and
WHEREAS, the City desires that KCCHA assist in the allocation of federal new markets
tax credits within portions of the City that may not be within the boundaries of a community
renewal area; and
WHEREAS, the administration of the allocation of federal new market tax credits is
within the general authority granted by the City to KCCHA under Ordinance No. 001-07; and
WHEREAS, the parties have determined that it is in their best interest to enter into an
Interlocal Agreement pursuant to RCW Chapter 39.34 to establish the parameters for the
administration of the allocation of federal new market tax credits;
now, therefore;
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY
RESOLVES AS FOLLOWS:
THAT: the Port Orchard City Council hereby authorizes the Mayor
to negotiate to enter into an Interlocal Agreement between the
City of Port Orchard and the Kitsap County Consolidated Housing
Authority in a form substantially as attached hereto.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested
by the Clerk in authentication of such passage this 26th day of March 2007.
